About URBRA:
The Uganda Retirement Benefits
Regulatory Authority manages retirement plans for Uganda’s public
workforce by serving as the fiduciary stewards of the contributions and
disbursements of the pension trust funds. In partnership with the state’s
public employers, we help ensure that they can offer their employees a
comprehensive retirement plan that is responsive to their needs and is
equitable to all stakeholders.
URBA’s primary mandates
include;
  • Regulate
    the establishment, management and operation of retirement benefits schemes
    in Uganda in both private and public sector
  • Supervise
    institutions which provide retirement benefits products and services
  • Protect
    the interest of member and beneficiaries of retirement benefits schemes
  • Promote
    the development of the retirement benefits sector
  • Provide
    for licensing for custodians, trustees, administration and fund managers
    of retirement benefits schemes, the appointment of inspectors and interim
    administrators.
Job Summary: The Senior
Procurement Officer will offer strategic management and coordination of all
procurements under the Authority.
Key Duties and Responsibilities:
  • Responsible
    for the coordination and management of the procurement function
  • Establish
    and implement systems for procurement management.
  • Ensure
    the implementation of all procurement provisions in Agreements and MoUs.
  • Design
    and oversee the implementation and maintenance of procurement processes
    and systems and accompanying manuals and guidelines
  • Establish
    a secure document filing and records management system for the Procurement
    function.
  • Coordinate
    the development of Procurement strategies that will guarantee the delivery
    of high quality goods, works or services in a timely manner in line with planned
    activities.
  • Coordinate
    the development and review of directorate procurement plans, and
    consolidate them into the Authority’s procurement plan and oversee the
    implementation of the plan.
  • To
    participate in negotiation of contract terms on a range of central
    contracts and to monitor performance against these contracts
  • Coordinate
    development of specifications/ Terms of Reference (ToRs), the set-up of
    evaluation committee and evaluation, the documentation and filing at all
    stages of the procurement cycle; preparation of bidding documents,
    pre-qualification of bidders, notification and advertising, bid opening
    and evaluation, award of contracts, reviewing claims, preparation and
    certification of payment certificates.
  • Prepare
    all procurement reports regularly and timely in line with the PPDA requirements
  • Facilitate
    the work of and ensure efficient operation of the Authority’s Contracts
    Committee
  • Coordinate
    procurement reviews and update procurement plans regularly
  • Oversee
    procurement staff
  • Perform
    any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
  • The
    job holder must possess a Bachelor’s in Logistics, Business
    Administration, Supply Chain Management or Purchasing Member of the
    Certified Institute of Purchasing and Supplies (CIPS)
  • A
    minimum of 5 years relevant work experience in a busy organization
