About GAPP:
Governance, Accountability,
Participation and Performance (GAPP) Program is a five-year governance program
designed to increase citizen participation, institutional accountability and
local governance for effective service delivery. To achieve this goal, the GAPP
Program will focus on three components: (1) Support and strengthen national
level government accountability institutions in their interaction with local
governments; (2) Strengthen local government revenue, procurement, financial
and planning systems; and (3) Strengthen civil society organizations (CSOs) and
other non-state actors (NSAs) through grants and technical assistance to
improve voice and accountability. The GAPP Program will work at the national
level and in at least 25 districts in Uganda.
Job Summary: The Finance and Administration Manager manages all aspects of the GAPP
Program financial activities. He/she is responsible for budget development and
management, financial accounting and reporting; and administrative staff
management. The Finance Manager will oversee financial operations and
administrative processes. In addition in coordination with the Grants team,
support financial review and assessment of potential grantees and review grants
invoices and accountability. He may be asked to assist with capacity building
activities related to financial tasks of grantees. The Finance Manager is based
in Kampala with travel upcountry to the GAPP program districts.

Key Duties and Responsibilities:
·        
Provide
functional support for RTI’s Finance and Accounting function to the GAPP
project and its staff (Manage all finances, administration and grants and
ensure compliance with RTI financial procedures.
·        
Support
the Home Office team and technical team in analyzing, forecasting and
budgeting.
·        
Coordinate
budget processes within the field team relating to workplans, annual forecasts,
realignments and all other budgeting processes.
·        
Coordinate
with Home Office team to provide field inputs to all financial reports,
including: accruals reports, quarterly reports, workplans, annual reports and
any other reporting needs.
·        
Ensure a
strong internal control environment is established and maintained in accordance
with RTI finance policies and procedures and USAID policies
·        
Take
lead, coordinate and manage the performance of Finance staff and Office
Manager(as per the GAPP structure to ensure an efficient and effective support
function to the GAPP project
·        
Manage
month end close processes including review of financial transactions entered
into QuickBooks to ensure quality, timely recording and submission of expense
reports, bank reconciliations, funding requests to Home Office.
·        
In
coordination with the Grants team, to review Grants invoices/receipts and costs
for allowability, reasonability and allocability as with all costs on the
project. As well as support financial review and assessment of potential
grantees and may be asked to assist with capacity building activities related
to financial tasks, as needed.

Prepare,
review, analyze and submit monthly financial statements (expenses, accounts
receivables and accounts payables)
·        
Managing
both employee and vendor advances as per RTI policies and procedures
·        
Prepare
and consolidate accrual reports. Prepare monthly, quarterly and annual
expenditure reports for the program

Qualifications, Skills and Experience:
·        
The
applicant should hold full accounting Professional Qualifications i.e. CPA ,
ACCA or its equivalent (Bachelor’s Degree in Commerce (Accounting), Business
Administration or a relevant field is an added advantage.
·        
At least
ten years’ of relevant experience in the field of accounting
·        
Possess
a high standard of personal and professional integrity
·        
Willingness
to work as a team member, taking on additional tasks as needed to ensure the
overall success of the project.
·        
High
level of attention to detail, ability to multi-task and work well under
pressure
·        
Prior
experience in administering USAID and RTI financial regulations, systems and
procedures is desirable
·        
Excellent
communication skills including ability to communicate effectively at all levels
in the organization with a support approach.
·        
Proficiency
in Microsoft Excel and working knowledge of Quickbooks accounting software is
preferable.
·        
Fluency
in both spoken and written English
