About URBRA:
The Uganda Retirement Benefits
Regulatory Authority manages retirement plans for Uganda’s public
workforce by serving as the fiduciary stewards of the contributions and
disbursements of the pension trust funds. In partnership with the state’s
public employers, we help ensure that they can offer their employees a
comprehensive retirement plan that is responsive to their needs and is
equitable to all stakeholders.
URBA’s primary mandates
include;
  • Regulate
    the establishment, management and operation of retirement benefits schemes
    in Uganda in both private and public sector
  • Supervise
    institutions which provide retirement benefits products and services
  • Protect
    the interest of member and beneficiaries of retirement benefits schemes
  • Promote
    the development of the retirement benefits sector
  • Provide
    for licensing for custodians, trustees, administration and fund managers
    of retirement benefits schemes, the appointment of inspectors and interim
    administrators.
Job Summary: The Manager
ICT is responsible for installation and maintenance of hardware, software,
networks and IT security of URBRA.
Key Duties and Responsibilities:
  • Evaluate
    the Authority’s ICT needs and design an ICT infrastructure and facilities
    that meet these needs;
  • Develop
    and implement an ICT strategy for the Authority
  • Prepare
    the ICT budget
  • Schedule
    upgrades and security backups of hardware and software systems;
  • Research
    and install new systems;
  • Manage
    the smooth running of all ICT systems, including anti-virus software,
    print services and email provision;
  • Ensure
    that the ICT infrastructure complies with all licensing laws
  • Provide
    a system that ensures IT security
  • Mentor
    and train new ICT staff;
  • Keep
    up to date with the latest technologies
  • Manage
    and maintain the Authority website
  • Perform
    any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
  • The
    applicant must possess a good Bachelor’s degree in Computer Science,
    Information Systems, Information Technology or Telecommunications
    Engineering
  • Hold
    a master’s degree in Computer Science, Information Systems, Information
    Technology or Telecommunications Engineering
  • Professional
    certification such as CCDA, CCNA, CISSP or MCSE and others
  • At
    least eight (8) years relevant work experience in Information Systems,
    Information Technology or Telecommunications Engineering at managerial
    level
  • Expert
    knowledge and understanding of computer hardware and software systems and
    programs
  • Expertise
    in networks, network administration and network installation
  • Expert
    proficiency in database management
  • Excellent
    computer troubleshooting and problem-solving skills
  • Good
    knowledge of computer viruses and security standards
  • Knowledge
    of email and internet programs
  • Website
    setup and management skills
  • Strategy
    formulation and execution
  • Policy
    formulation and execution
  • Good
    leadership skills
  • Managerial
    skills
