About CTCA:
The Centre for Tobacco Control
in Africa (CTCA) was established by the World Health Organization (WHO) to
support governments in African countries to develop tobacco control policy and
legislation as well as build and sustain institutional capacity for tobacco
control. This is done through offering technical, institutional and cross
sectoral support for tobacco control at national and regional levels.
The Centre which is initially
funded by Bill and Melinda Gates Foundation through WHO- Tobacco Free
Initiative (TFI) is hosted in Uganda by the School of Public Health at Makerere
University College of Health Sciences. Under this initial project, the Centre
is supporting six countries of Uganda, Kenya, South Africa, Angola, Gambia and
Mauritania. CTCA’s main focus areas include; Policy and legislation, Smoke Free
Environments, Raising Tobacco Taxes, Graphic Health Warnings and Ban on
Advertising, Promotion and Sponsorship.
Job Summary: The
Economist at the CTCA will work closely with the World Health Organization (WHO)
and other experts to provide necessary technical support on economics of
tobacco control to countries as requested. These may include analysis and
training support on tax policies, tax avoidance and evasion, tax administration
and implementation. Also, he/ she will conduct assessment of tobacco
attributable health and economic costs, poverty and tobacco use, employment,
and farmers’ economic livelihood, etc. With continuous engagement with
the Ministries of Health, the Economist will help develop a better
understanding of the health and economic cost of tobacco attributable diseases;
also to assist MOH in developing the economic case for advancing tobacco control. With respect to engagement with
the Ministries of Finance, the specialist will help adopt efficient and
effective tax systems.
Key Duties and Responsibilities:
·        
Provide analysis of tobacco economics and tax
policies; trainings on various areas of economics of tobacco and taxation
issues to the government officials, NGOs, academia in selected African
countries.
·        
Provide technical assistance in building South-South
collaboration in the area of tobacco taxation, health and economic cost
studies. Also building collaborative partnerships and network with relevant
expert agencies/organizations.
·        
Provide technical assistance on tobacco economics
and taxation
·        
issues to economists, the government officials
including MOF technocrats, MOH officials in identified countries and in
regional intergovernmental organizations in Africa, such as the East African
Community, the Economic Community of West African States (UEMOA in French),
SADC etc.
·        
Perform any other related job tasks as assigned.

Qualifications,
Skills and Experience:
·        
The Economist as CTCA must possess a masters Degree
in economics or public finance.
·        
At least three years of progressively responsible
experience in the program areas associated with this post, specifically on the
economics of tobacco.
·        
Knowledge and experience in economics of tobacco,
tobacco taxes, tax administration and application, working on indirect tax
policies within MOF or in academia.
·        
Excellent analytical skills, especially for the
analysis of taxes, and tax policies including its relation with the government
tax revenues and consumers’ purchasing behaviour of tobacco products.
·        
Proven excellent writing, communication and drafting
skills.
·        
Ability to establish and maintain effective
partnerships and working relations in a multi-cultural, multi-ethnic
environment with sensitivity and respect for diversity, including gender
balance.
·        
Ability to be a cooperative team player with
excellent interpersonal skills.
·        
Ability to work under tight deadlines and on a
results oriented basis.
·        
Ability to develop innovative approaches and
solutions.
·        
Experience in working in the field of tobacco
taxation or indirect taxes would be a clear asset.
·        
Experience working with advising or providing
technical support to governments on issues related to taxation and tax policy,
health economics etc. would be an asset
·        
Working knowledge of French language would be an
added advantage
·        
Working knowledge of statistical software
(STATA/SPSS/SAS/E-View) would be an added advantage.
