Barclays Bank (Uganda) Limited,
commonly known as Barclays Bank (Uganda), is a commercial
bank in Uganda. It is one of the commercial banks licensed
by Bank of Uganda, the national banking regulator.  Barclays
Bank (Uganda) opened for business in Uganda in 1927, with two branches in the
capital city, Kampala and one in Jinja, the country’s
second-largest commercial centre. In February 2007, Barclays Bank completed the
acquisition of Nile Bank Uganda Limited, strengthening its presence in the
country. As of April 2012, Barclays Bank (Uganda) employed more than 800
individuals (known as “colleagues”, within the bank). At that time,
it had forty-four branches and sixty-five ATMs in service.
Job Summary: The job
holder will be responsible for the Change Governance and champion within the
function in Barclays Bank particularly in the following aspects;
  • Ensure
    Navigator uptake and use for all projects
  • Driving
    Change performance in terms of Benefits realization
  • Managing
    the risk profile and financial performance of the projects
The job holder will be
responsible for the following services / functions: Product Risk
Committee, Project Management Information, Projects Financial Reconciliation,
Post Implementation Review (PIR) for Projects Benefits tracking and Project
Governance & Project Risk Management
Key Duties & Responsibilities:
1. Product Risk Champion (40%)
  • Engaging with the Barclays Africa PRC Manager
    for both CIBW and RBB on the Product Risk Process
  • Scheduling Country PRC meetings as laid out in
    the PRC Manual
  • Receiving, reviewing and forwarding PRC
    documents to both the country and BA PRC forums as laid out in the PRC
    Manual
  • Secretary for the Country PRC meeting
  • Maintain and update the in-country PRC library
  • Escalating PRC issues in a timely way to
    Country PRO
2. Management Information, Governance and Risk Management (30%)
  • Management of the Project MI process on
    Navigator and other MI and timely reporting to Country stakeholders or
    Centre
  • Manage the Change Risk and Control as outlined
    in the Change RCA to ensure the agreed controls are sufficient
  • Manage the Governance Risk and remediation
    process as determined by Assurance and BIA reports
  • Manage the Benefits Realization process for
    all Change Projects
  • Manage the daily / weekly / monthly governance
    sign off procedure in terms of risk management on behalf of Performance
    and Change
3. Communication (30) %
  • Managing the demanding governance requirements
    of all projects and new initiatives(Small enhancements) being run by
    Business
  • Keeping the Project Managers regularly
    informed of their governance position for their initiatives and
    remediation areas if any
  • Managing the client communication aspects of all
    governance exceptions and progress with problem management activity.
  • Communicating feedback on Change Operations
    and governance performance to the Head of Projects & Change.
Qualifications, Skills & Experience:
  • The applicant should possess a bachelor’s
    degree in a Business related field(an IT or Projects degree is an added
    advantage)
  • Financial Management skills
  • A comprehensive knowledge of the
    Barclays IT & Change Operations.
  • Working knowledge of Barclays Africa’s
    current operating models and IT system capability.
  • Good understanding of Barclays Change
    Methodology and Framework 
  • PMP certification is highly desired.
  • A proven leadership background,
    including negotiation and delivering results
  • Possess the ability to perform critical
    analysis on Project Benefits
