organisation established in 1991.It exists to facilitate local communities in
their endeavours to attain a holistic self-sustainable development. SAO
implements integrated programs for child development and makes every effort to
reach all vulnerable children in its operational areas located in Eastern and
Central Uganda.
Job Summary:
The Assistant Accountant provides technical support to Project staff in all
financial matters and ensures that project funds are spent with accurate and
timely reports generated according to SAO field finance manual guidelines and
on approved budget.
Key Duties and Responsibilities: 
1. Finance Management: 
  • Manage the financial and accounting processes
    and deliveries at the project level; Prepares financial projections in
    consultations with Project Coordinator and Project Officers;
  • Computes budget/expenditure estimates and
    submits monthly financial requests and monitoring statements as per
    available budget.
  • Responsible for petty cash management;
    replenishment, disbursement and reconciliation.
  • Ensure that balance sheet items i.e. cash
    account, bank account, debtors, creditors and payroll have been reconciled
    and a report sent to SAO Kampala.
  • Facilitate banking process, reconciliation of
    cash, cheque and bank books, and custody of the cheque book.
 2. Planning and Budgeting:
  • Assist in development of Project plans and
    budgets, cash flow preparation at project level and verifies their
    accuracy and suitability with Project oFficers, the Project coordinator,
    SAO accountant.
  • Prepare and submits realistic and timely cash
    flow projections to the Accountant in consultations with the Project
    coordinator and Project officers.
3. Capacity Building:
  • Mentor, train and upgrade skills and knowledge
    of the project staff on accounting policies and procedures.
  • Build capacity of staff and Self Help Groups
    (SHG) in finance, book keeping and budgeting processes.
4. Financial Reporting and
Analysis:
  • Ensure that the accounting records and reports
    are properly maintained and that regular accurate financial reports are
    documented and submitted to SAO Kampala office.
  • Validates and checks the computation of staff
    wages, salaries and allowance and ensures that authorized entitlements and
    statutory deductions are effected and remitted in time.
  • Coordinating and analyzing monthly financial
    returns and preparation of financial statements.
  • Generate and share monthly analysis of budget
    and expenditure utilization reports and trends to projects to facilitate
    decision making.
5. Internal Controls: Maintains and updates
accounts records and enforces compliance to the internal control system for all
financial transactions in accordance with SAO financial policies, guidelines
and procedures.
6. Stores Management:
  • Stores management and control including regular
    maintenance of stores book and stock cards.
  • Maintain and update assets register and inventory.
7. Procurements and Logistics:
  • Review purchase orders and draft agreements
    initiated by Project officers to check them against funds available prior
    to approval.
  • Facilitate compliance and adherence to
    procurement processes and purchases at the project level.
  • Sustain a consistent flow of logistical
    supplies for office use and field activities.
8. Audit and Records
Verification:
  • Facilitate and coordinates field spot checks to
    ensure value for money, verification audits, readily avails relevant documents,
    ensures prompt responses in consultation with the Accountant.
  • Prepare Audit implementation reports in
    consultation with the Project Coordinator and follow-up on recommendations
    made by both internal and external auditors.
  • Work closely with banks, tax authorities and
    other financial institutions to ensure that financial position and legal
    obligation and liabilities are in good conditions.
  • Perform any other duty assigned to her by the
    project coordinator/program officer or her designate.
Qualifications, Skills and Experience: 
  • The Accounts Assistant should hold a BCOM or
    BBA(Accounting), with a major in Accounting/Finance/Auditing and/or a part
    qualification in A.C.C.A, CPA, CA, CIA or CMA or equivalent.
  • A minimum of two years’ post qualification
    experience.
  • Computer literacy skills i.e. proficiency in
    the use of  Microsoft Excel, Vision
    Excel, Word, PowerPoint, Quick books Accounting and Access is required.
  • Prior working knowledge of Generally Accepted
    Accounting Principles and Internal Control Procedures.
  • Excellent written and Oral Communication skills
    are essential
  • The job holder must be a team builder, who is
    able to work successfully in a multicultural environment.
  • Possess a high degree of  integrity is required
  • Highly innovative and creative in finance and
    accounting processes.
  • Good working knowledge of the language is an
    added advantage
  • The candidates must be mature and committed
    Christian, able to demonstrate an active  involvement with their faith and also
    able to appreciate and stand above denominational diversities.
