About MELTC:
The Ministry of Works and Transport operates Mt. Elgon Labour-based
Training Centre (MELTC) as a project responsible for capacity building in the
application of Labour-based Technology (LBT) in the (re)construction and
maintenance of roads. MELTC carries out both classroom and field training. The
trainees are usually resident at MELTC for training durations nominally ranging
from three weeks to three months. To accommodate the trainees, the Centre has
two hostels with a total capacity of 52. MELTC also has offices, a conference
room, classrooms, laundry room, kitchen, dining room, recreation room, service
yard and an apartment for the Hostel Manager. MELTC is situated 20kms from
Mbale Municipality along the Budadiri road.
Key Duties and Responsibilities:
  • Responsible for the Day to day management
    of the MELTC demonstration roads/structures;
  • Preparing estimates of all materials
    required on the MELTC model roads and structures; Preparing detailed and
    comprehensive field practical activities for the various cadres of
    participants undertaking training, including materials, equipment and
    required manpower in consultation with Training Engineer(s);
  • Carrying out practical field
    demonstrations to trainees on MELTC model roads and demonstration
    structures;
  • Participating in provision of technical
    support to trainees in the field in terms of outreaches to ensure that
    road works are being executed to standard;
  • Assisting engineering staff in District
    Local Governments to carry out field tests to be used in designs;
  • Prepare daily reports of all activities
    and events on model/demonstration sites;
  • Preparing reports for activities on the
    model/ demonstration structures to which he/she is engaged;
  • Performing any other duties that are
    assigned by the Training Engineer
 Qualifications, Skills & Experience:
  • The applicant should possess an Ordinary
    Diploma in Civil Engineering from a reputable Institution.
  • A minimum of five years’ experience
    preferably in road works.
  • Possession of an Advanced Diploma in Civil
    Engineering will be an added advantage.
