About Us: 
The
ResilientAfrica Network, a partnership of 20 sub-Saharan African universities
led by Makerere University in Uganda, together with Stanford University, Tulane
University and the Center for Strategic and International Studies (CSIS), will
provide USAID with;
  • A unifying analytical framework (“Resilience
    Framework”) providing insight in how programming affects the resilience of
    populations;
  • A field network of Resilience Innovation Labs
    (‘RILab’) to create, test, and incubate solutions for development
    challenges in Africa, and
  • A massive online course to promote
    collaborative learning.
The
architecture of the ResilientAfrica Network in Africa will consist of four (4)
lead universities in Uganda, Ethiopia, South Africa, and Ghana who will
establish Resilience Innovation Labs (RILabs) (which will be the focal points
of technology innovation and commercialization of university research
attracting local and national resources, sustainably funded, with replication
potential across sub-Saharan African cities), as well as other university
partners in other sub-Saharan African countries.
Job Summary:  ResilientAfrica Network will adopt an evidence-based
approach to resilience programming that involves collection and analysis of
data from communities to identify resilience priorities. The priorities
identified will then feed into RAN’s innovations agenda. Research shall
therefore be a major function of RAN. The Research Officer shall steer RAN into
operationalizing its Research Agenda. He/she shall be the focal point for
implementation of the research activities stipulated in RAN’s framework for
assessment of resilience. He/she shall work closely with the Monitoring and
Evaluation Manager to design, conduct and analyze qualitative and quantitative
studies to generate the data needed for a thorough analysis of resilience
factors and their trends in target communities. He/she will be part of the RAN
Monitoring team.
Key Duties and
Responsibilities:
  • Together with the M&E Manager will be part
    of the RAN M&E Team which will be supported by Tulane University
  • Will work with the RAN M&E team to
    operationalize resilience indicators into measurable variables
  • Will work with the RAN M&E team to develop
    Research protocols to answer specific research questions as identified
    from the resilience framework
  • Will work with the Deputy Chief of Party to
    build consensus on Research protocols from the Resilience Innovation Lab
    Directors and to guide RILabs in execution of the studies
  • Will seek IRB approvals for research proposals
    developed at the RAN Secretariat and as well guide the RILabs
  • Will support innovators in developing a
    measurement strategy for the outcomes and
  • impacts of their innovations on communities
  • Will work with the M&E Manager to develop
    standard tools or to standardize existing tools for measurement of
    resilience variables across a range of populations
  • Will support the RAN team and innovators in
    development of project proposals and grant applications to expand RAN’s
    and innovators’ resource base
  • Perform any other duties that are assigned.
Qualifications, Skills
and Experience:
  • The applicant should hold a Masters degree in
    Public Health, Epidemiology, Statistics, Biostatistics or Health Services
    Research
  • At least five years experience in research
    related work
  • A Ph.D is an added advantage
  • Strong background in quantitative Research
    Methods and the design of surveys and analytical studies
  • A reasonable knowledge of qualitative Research
    Methods and qualitative data analysis
  • Demonstrated ability to develop problem
    statements, research objectives and variables and to package these into
    scientifically sound study proposals
  • Articulate and able to defend research
    proposals in scientific audiences
  • Ability to use scientific critiques from peers
    to improve research proposals so that they are more scientifically sound
  • Demonstrated ability to conduct un-variable,
    bi-variable and multi-variable analyses of both primary and secondary
    data, using standard statistical packages
  • Excellent writing and presentation skills
  • Experience in writing grants
  • Experience managing timelines, seeking
    resources, identifying internal and external stakeholders, building and
    managing partner relationships, and collaborating with project teams
  • Experience working with diverse,
    cross-functional teams including teams of academicians, scientists and
    communities
  • Proactive and demonstrable ability to work with
    minimum supervision
  • Good analytical and problem solving skills
  • Experience leading or participating in
    workshops teaching research skills
  • Excellent organizational and time management
    skills with the ability to prioritize and juggle tasks
