Job
Summary:
The Technical
Officer is responsible for technical advice to the
Head of the Water for Production Department of the Ministry of Water and
Environment and will co­ordinate the technical support for development and
management of water for production facilities.
Key Duties and Responsibilities:
  • Provide
    technical advice in the implementation of water for production (WfP)
    facilities under the Global Climate Change Alliance (GCCA) project;
  • Support
    the Ministry of Water and Environment to enhance and stabilize livestock
    and farmers access to this resource;
  • Support
    institutional development, training and
    capacity building (including development of training modules) for
    sustainable management of water for productive use services;
  • Design
    and implement capacity building initiatives and training programme for
    water for multiple use and management services, including and participation
    for private sector players in
    operation and maintenance of WfP facilities;
  • Develop
    information materials (brochures, handbooks,
    pamphlets, charts etc), including preparation of site implementation
    documentaries, for dissemination of appropriate practices as well as
    guidelines, regulations, standards, design manuals and technical
    back-stopping for water for production facilities;
  • Support
    the establishment of demonstrations and pilot water for productive
    multiple uses and management to ensure transfer of knowledge and skills;
  • Contribute
    to the establishment and implementation of a framework for Public-Private
    Partnership (PPP) for development and management of WfP facilities;
  • Promote
    research and development into application of appropriate water for production
    technologies;
  • Recommend
    and formulate proposals on specific matters of relevance to the WfP as well
    as on matters of relevance to the whole Project and the Climate Change
    realm in Uganda;
  • Prepare
    quarterly progress reports, joint annual performance appraisals, and
    capacity development and            training           reports;
  • Support
    information management and monitoring framework for water for production;
  • Support
    design, establishment and operation of ICT/MIS/GIS system and monitoring
    framework for water for production development and management
  • Perform
    any other related duties as required.
Qualifications,
Skills and Experience:
  • The
    prospective FAO employee should possess an advanced university degree in
    rural/water engineering, rural development, agriculture, or a related
    field
  • At
    least seven years of relevant experience in agricultural, water resource
    management projects and technical support to Government institutions;
  • Significant
    experience in water resource management and technical assistance to
    government institutions
  • Ability
    to analyze complex problems and provide sound technical advice and support
    to government counterpart for water resource management
  • Ability
    to plan and organize own work and to meet tight deadlines
  • Demonstrated
    experience with the design and implementation of systems of monitoring and
    evaluation of the impacts of rural and water investment projects and
    familiarity with methodologies for the economic, financial and
    institutional appraisal of projects
  • Relevance
    of experience in Eastern Africa is considered a strong asset
  • Please
    note that all candidates should possess computer/word processing skills
    and should be capable of working with people of different national and
    cultural backgrounds.
Language Proficiency: Working knowledge of English and limited
knowledge of one of the other official languages of FAO (Arabic, Chinese, French,
Russian or Spanish)
