About Project:
Malaria
Consortium has funding from the UK Department for international Development
(DFID) under a funding stream called the Programme Partnership Arrangement
(PPA). The PPA is one of DRD’s main support mechanisms to civil society
organisations. It provides strategic funding to enable organisations to better
plan and deliver programmes, including in more difficult, higher risk
environments. Through PPA funding, Malaria Consortium aims to contribute to a
reduction in the burden of malaria, and hence the attainment of the Millennium
Development Goals, to Uganda, we are currently implementing nine initiatives
(listed below). With our PPA funding, we aim to:

Strengthen
health systems capacity for delivering high quality malaria services
·        
Strengthen
evidence base for malaria control and elimination
·        
Disseminate
knowledge to inform key stakeholders and gain support for malaria control
·        
Strengthen
capacity of Malaria Consortium to design, implement and assess malaria programmes
and disseminate findings.
Job Summary: The PPA Coordinator will be responsible
for the implementation of and coordination of all Uganda PPA projects and
manage all the activities under the Malaria Consortium Uganda PPA project
portfolio.
Key Duties and Responsibilities:
·        
Overall
responsibility for the effective and efficient management of the PPA project
portfolio, in line with the projects’ work plans, budgets and M&E plans
·        
Lead
the development and ensure approval of projects’ annual and periodic work plans
and budgets including their monitoring and re-forecasting
·        
Liaise
closely and regularly with the UK-based PPA Programme Manager, PPA project
lead’s/COMDIS HSD staff, technical advisors and country project managers on ail
aspects of PPA project activities
·        
Ensure
effective coordination within and between the Malaria Consortium Uganda
technical, operations/ logistics and finance teams as it relates to PPA
projects, as well as between the Kampala and Hoima Offices
·        
Do effective
routine monitoring of all PPA projects.
·        
Ensure
timely reporting of concerns, challenges, or significant risks to projects to
Uganda Management.
·        
Supervise
the timely implementation and ensure effective technical quality of all PPA
project activities
·        
Lead
the development, review and revision of work plans, on a quarterly basis, in
line with the agreed projects scope and approach. For projects lead by a member
of the Africa ; or UK Technical team, work with the technical lead to ensure j
that work plans are reviewed and revised on  a quarterly basis
·        
Responsible
for oversight and management of all Uganda-country PPA budgets.
·        
Lead
the development and quarterly reforecasting of budgets, in consultation with  project leads (where relevant) For projects
lead by a member of the Africa or UK Technical team, work with the technical
lead to ensure that spend is reviewed on a monthly basis and budgets are
revised quarterly
·        
Responsible
for effective and efficient use of all PPA related project resources (monetary,
and non-monetary)
·        
Lead/coordinate
the development of new PPA proposals including preparation of budgets for the
country and lead in the review of PPA proposals from the Africa Regional or UK
office
·        
Work
with technical  and in-country leads to develop
or review quarterly and annual narrative reports.           
·        
Liaise
with the Finance team to develop financial reports, as requested, in accordance
with PPA and Malaria Consortium requirements.
·        
Ensure
the timely submission of all Uganda PPA project quarterly and annual reports.
·        
Ensure
proper documentation and dissemination of all PPA project processes, results,
and impact. 
·        
Lead
the dissemination of PPA project results in Uganda both internally and
externally.
·        
Lead
the planning and implementation of the ending of the PPA funding stream
(expected in March 2014), in collaboration with the project leads and the
Uganda Management Team. Responsible for the effective and timely close-out of
all project related activities and spend.
·        
General
support to the Malaria Consortium Uganda programme including (but not limited
to):
·        
Provide
technical support to other Malaria Consortium Uganda projects as requested
·        
Support
to needs assessments and the development of project proposals as requested
·        
Support
to Malaria Consortium Uganda health communications efforts including the
documentation of case studies and success stories and the preparation and
effective dissemination of project briefings
·        
Representation
of Malaria Consortium Uganda in local and international fora as appropriate
·        
Actively
participate as a member of the Malaria Consortium Uganda Technical Team and
Middle Management Team
·        
Perform
any other duties as assigned by the line manager.
Qualifications,
Skills and Experience:
·        
The
prospective job holder should hold a Master’s degree in Public Health,
Epidemiology or Communicable Disease Control
·        
At
least five years’ experience working in public health implementation or
communicable disease control in Uganda
·        
Knowledge
of project management techniques and tools
·        
Experience
in developing work plans, managing budgets and following work plans with
minimal supervision
·        
Experience
in carrying out field-based research
·        
Experience
developing reports for donors and external stakeholders
·        
Familiarity
with the Ugandan health system
·        
Demonstrable
knowledge of good practice and innovative approaches in relation to malaria
control and health systems strengthening within the Ugandan context
·        
A
commitment to health systems research, an orientation towards enquiry and
learning, and an appreciation and understanding of approaches to foster systemic
and sustainable change
·        
Excellent
communication skills, both oral and written, with strong leadership skills
·        
Strong
interpersonal and negotiating skills
·        
Experience
working with and coordinating multiple stakeholders to deliver programmes
