About URC:
University
Research Co., LLC (URC), a US-based public health organization working in
Uganda since 2005, is implementing the USAID-funded Strengthening Uganda’s
Systems for Treating AIDS Nationally (SUSTAIN) project. The project supports
delivery of quality HIV prevention, treatment, care and laboratory services at
selected regional referral and general hospitals.
Job Summary: The Monitoring and Evaluation Specialist
works with the project team to support implementation of the project M&E
and data systems. This includes working closely with the project M&E and
other technical staff in ensuring collection, analysis and dissemination of
information to track project progress at project and hospital levels.
Key
Duties and Responsibilities:
·        
Work
collaboratively with project, hospital clinical and data staff, to strengthen
collection, analysis and dissemination of information in relation to the key
performance indicators of the Project using MoH and Project HMIS systems and
tools.
·        
Work
together with the project team to support efforts towards strengthening the use
of the MoH HMIS tools, guidelines and procedures at the various
project-supported hospitals.
·        
Provide
technical assistance towards the use of HMIS software and databases at hospital
and project level, including Open MRS Express, DHIS2 and others that the
Ministry may introduce.
·        
Take
lead and maintain data quality management procedures at project and hospital
level.
·        
Provide
M and E technical support and training to the Project team including
development of data collection tools, preparation of statistical tables, data
entry and analysis using appropriate computer packages.
·        
Actively
participate in program surveys, organizing and coordinating the preparation of
quarterly, semi-annual, and annual performance reports with program staff and
partners and giving feedback on M and E activities.
·        
Participate
in and support the Project implementation team to document and disseminate
lessons learnt and best practices.
·        
Perform
any other M&E and data management related duties assigned by the
supervisor.
Qualifications,
Skills and Experience:
·        
The
prospective URC employee should hold a Bachelor’s degree in Statistics, Quantitative
Economics, IT, Public Health and any other related field.
·        
An
additional postgraduate diploma in Monitoring and Evaluation, Project Planning
and Management is of added advantage
·        
Three
or more years of experience in Monitoring and Evaluation of HIV prevention,
care and treatment programs
·        
Familiarity
with the MoH HMIS tools, procedures and guidelines.
·        
Knowledge
in the development and implementation of Monitoring and Evaluation frameworks
and systems for development programs
·        
Strong
numerical skills
·        
Results-oriented,
team player, and with excellent interpersonal skills.
·        
Excellent
written and oral communication skills.
