About PREFA: 
Protecting Families against
HIV/AIDS (PREFA) is an indigenous Ugandan Non-Governmental Organization (NGO)
with a historical focus on Prevention of Mother-to-Child Transmission (PMTCT).
In preparation for its three year CSF funded project, “Reduction of New HIV
Infections through Enhanced Community Engagement in Combination HIV Prevention
in Arua District.”



Job
Summary:
The Community
Liaison Assistant will support the Community Liaison Officer to conduct the day
to day implementation of project interventions specifically the coordination of
family support groups and interventions that contribute to creating the desired
awareness in the community, advocate, demand and increase utilization of EMTCT,
MCH, Gender and male engagement services provided at health facilities.



Key Duties &
Responsibilities:
  • Work
    closely with Community Liaison Officer in coordinating the selection,
    capacity building and operations of family support groups.
  • Assist
    in the preparation of monthly, quarterly and annual implementation work
    plans and budgets consistent with the project objectives and expected
    outputs.
  • Mentor
    health workers, peer counselors and male champions at health facilities on
    family support group strategies, goals and objectives.
  • Assist
    Community Liaison Officer in organizing MCH and EMTCT mobilization and
    awareness raising activities aimed at increasing the number of clients
    accessing ANC services and enrolled in family support groups both at
    facility and community level.
  • Collect
    data in all PREFA supported health facilities on family support groups,
    male engagement, and retention in care and VHT activities.
  • Compile
    activity and monthly reports and submit them to the Community Liaison
    Officer.
  • Facilitate
    family support group meetings in line with the implementation plans and
    convey the findings and minutes to the community Liaison Officer.
  • Participate
    in the formulation of IEC materials, media messages and radio shows for
    increased EMTCT uptake in PREFA supported districts.
  • Regularly
    and continuously update and document performance indicators for monitoring
    community activities.
  • Perform
    any other tasks assigned by the Community Liaison Officer.



Qualifications, Skills
& Experience:
  • The applicant should possess a good degree in development studies,
    social sciences, social work and any other relevant discipline with a
    minimum of at least two years working experience in project planning and
    implementation.
  • Additional
    training in areas of HIV/AIDS, EMTCT and Counseling.
  • Working
    experience in the management of HIV/AIDS care at community level
    preferably in an NGO.
  • Good
    community mobilization skills and participatory approaches to development.
  • Knowledge
    of designing IEC instruments and implementing community mobilization
    interventions.
  • Good
    understanding of current issues and developments in the field of HIV/AIDS
    especially EMTCT, male engagement and psycho-social support for PLHIV.
  • Skills
    in computer application including MS Word, Power point presentation, Excel
    spreadsheets and Internet.
  • Good
    interpersonal, Mentoring and Report Writing Skills.
  • Practical
    experience of working in rural settings with district and community health
    systems including VHTs and psycho-social support groups.
