About
NARO:
The National Agricultural
Research Organisation is established by the National Agricultural Research Act
2005 as a body corporate with the mandate to provide strategic direction for
publicly funded agricultural research in Uganda. The organisation is composed
of the Council as its governing body, Committees of Council, a Secretariat for
its day-to-day operations with semi-autonomous Public Agricultural Research
Institutes (PARI’s) under its policy guidance. The Government of Uganda
received a credit from the International Development Association (IDA) towards
the cost of the Agricultural Technology and Agri-Business Advisory Services
(ATAAS) and intends to apply part of the proceeds of this to payments under
Contract to support the implementation of Agricultural Research Institutes in
the National Agricultural Research Organization (NARO).
Key Duties and
Responsibilities:
  • The job holder will develop the
    overall M&E framework for National Agricultural Research Systems. For
    example; annual project reviews, participatory impact assessment, process
    monitoring, operations monitoring and lessons learned workshop.
  • Actively participate in the
    development and implementation of M&E systems including the
    prioritizing key activities, measures and indicators, milestones and
    expected outcomes and project impact.
  • Design and develop M&E tools,
    frameworks, and information management systems, conducting baseline
    surveys as well as defining outcome and impact pathways and tracking
    systems.
  • Guide the process of identifying key
    performance indicators and parameters for monitoring organizational
    performance against targets.
  • Design the formats for such
    performance reports.
  • Monitor the implementation of
    Research projects and evaluate value for money benefits
  • Monitor compliance to development
    policies.
  • Performing any other duties assigned
    to you by the designated supervisor
Qualifications, Skills
and Experience:
  • The
    Monitoring and Evaluation Officer should possess a Bachelors Degree in
    Agricultural sciences, economics or statistics plus a Masters Degree in
    Agricultural Economics, Economics, Statistics, project management,
    monitoring and evaluation or Management Information systems.
  • A
    minimum of two years’ working experience as a monitoring and evaluation
    officer or Management of Information Systems with a reputable
    organisation.
  • Proven
    experience with M&E methods and approaches including quantitative,
    qualitative and participatory approaches and Database designing and
    management; Facilitating learning oriented analysis sessions of M&E
    data with multiple stakeholders; The logical framework approach and other
    participatory planning approaches;
  • Good
    information analysis and report writing;
  • Broad
    understanding of strategic approaches to planning, development and
    achievement of results.
