services of qualified and experienced persons for the posts indicated below to
work at the Petroleum Exploration & Production Department (PEPD), Entebbe.
Job
Summary:
The Economist
will provide specialist advice based on the application of economic theory and
knowledge. She/he will do this by studying data and statistics and using their
understanding of economic relationships to uncover trends, carry out
considerable amounts of research and collecting large amounts of information
concerning the oil and gas sector. She/he will then analyze all the data
acquired to assess feasibility, produce forecasts of economic trends, determine
the implications of their findings and make recommendations of ways to improve
efficiency in the development of the oil and gas sector in the country.
Key
Duties and Responsibilities:
  • Ensure
    accurate economic valuations of upstream and midstream opportunities in
    the oil and gas sector are made by the country.
  • Ensure
    that the technical, commercial/economic assumptions for all economic
    quantification in support of investment decision making as well as
    resources and reserves reporting among others are adequately evaluated and
    reviewed.
  • Perform
    cash flow analysis and participate in the economic modelling of Production
    Sharing Agreements (PSAs).
  • Participate
    in operationalizing the Monitoring and Evaluation Framework for the
    National Oil and Gas Policy of Uganda.
  • Compile,
    analyse, and report data to explain economic phenomena and forecast market
    trends, applying mathematical models and statistical techniques.
  • Forecast
    production and consumption of renewable resources and supply, consumption
    and depletion of non-renewable resources.
  • Perform
    cost benefit analysis of government decisions.
  • Ensure
    quality of economic modelling and results including use and implementation
    of global tools, processes & guidelines.
  • Participate
    in the development of economists’ skills and competencies in pursuit of
    maximising asset value protection and value enhancements.
  • Provide
    input to relevant petroleum legislations.
  • Critically
    review and analyse the economic and financial aspects of various social
    development plans and project proposals submitted to Department.
  • Participate
    in the planning and budgeting for the oil and gas sector
  • Analyse
    sector policies and actions and their impact on the national economy as an
    input for policy reviews.
  • Perform
    any other duties assigned by management.
Qualifications,
Skills and Experience:
  • The
    Economist should possess a Degree in Economics, Statistics, or
    Quantitative Economics (with minimum of Upper Second) from a recognized
    institution of higher learning.
  • A
    Postgraduate qualification in Petroleum Economics, Petroleum Finance and
    Monitoring and Evaluation (M & E) will be an added advantage.
  • Ability
    to analyse economic impacts of policy measures put in place by Government.
  • Able
    to Monitor and evaluate impacts of Government policies and programmes in
    the oil and gas sector.
  • Computer
    literacy skills a requirement and proficiency in the use of statistical
    computer packages like Eviews, Stata, SAS, etc, will be an added
    advantage.
  • Ability
    to work long hours in Entebbe to meet the set deadlines.
  • Good
    interpersonal and communication skills and able to work with a
    multiplicity of stakeholders.
  • The
    applicant should also be highly innovative and creative thinker.
  • Possess
    excellent computer, writing, and presentation skills.
  • High
    degree of integrity, self-driven and able to set own work schedule with
    rigorous deadlines.
  • Ability
    to initiate and complete assignments and to work under demanding
    circumstances with minimal supervision.
