About MC:
Malaria
Consortium is an international organisation working primarily in Africa and
Asia on communicable disease control. Malaria Consortium works closely with
Ministries of Health, academic institutions and a range of partners, and is
involved in all aspects of malaria control from policy and strategy development
to implementation, monitoring and evaluation and operational research. Malaria
Consortium also works on the control of other communicable diseases, including
tuberculosis, diarrhoea and neglected tropical diseases.

About Project:
Malaria Consortium Uganda is seeking an ambitious and dynamic individual to
support the implementation of a malaria and health systems strengthening
orientated project in Mbale district, Eastern Uganda. The overall project aim
is to work closely with key local partners to reduce the number of deaths from
malaria, by improving the care that children with malaria and other severe
childhood illnesses receive within the health system from community level
through to health facility and hospital level. The project has a comprehensive
monitoring and evaluation component to support the assessment of impact and to
document learnings to inform the wider scale up of interventions and as well as
advocacy. The project is funded by Comic Relief UK.
Job Summary: The Technical Officer
/ Head of Office will offer technical and implementation support to all Comic
Relief project activities in Mbale district: ensuring technical quality of all
activities through regular liaison with and supervision from the Kampala-based
Project Coordinator. S/he also provide ongoing technical support to the
Ministry of Health (MoH)/ National Malaria Control Programme (NMCP) and other
partners and stakeholders as relevant to the project scope and in accordance
with its approach to understanding and influencing positive change in health. The
job holder will provide key leadership in Mbale office for smooth activity
implementation.
  
Key Duties &
Responsibilities:
  • Work closely with the project coordinator to
    support the staff to ensure smooth and timely implementation of planned
    project activities.
  • Liaise effectively as required with the
    Operations, Logistics, Finance and HR departments in Kampala in support the
    ongoing needs of the office.
  • Liaise effectively with a range of local
    stakeholders including government, NGO and private sector bodies in the
    District to ensure effective coordination and delivery of activities and
    to raise the reputable profile of Malaria Consortium Uganda.
  • Represent Malaria Consortium Uganda on issues
    relevant to the District, both technically and in terms of donor liaison
    and co-ordination, with attendance at relevant external meetings, both
    locally and in Kampala.
  • Send timely project reports to NMCP through the
    organisation’s focal person.
  • Provide support to all visits to the field,
    including for both internal and external representatives.
  • Ensure personal adherence, and that of all
    Mbale staff members, to financial, administrative and security procedures,
    as well as humanitarian principles of the Malaria Consortium
  • Stay up-to-date on the security situation in
    Mbale/Eastern region and ensure all staff working in Mbale adhere to the
    Malaria Consortium security regulations and follow SOPs.
  • Keep the head office updated on field office
    activities on weekly basis
Key Performance Indicators:
  • Support the planning, delivery and evaluation
    of all project activities at the field level, including VHT training,
    health worker training on diagnostics and case management at all levels of
    the health system, the conduct of clinical audits relating to severe
    malaria, support supervision and external quality assurance activities,
    activities to promote more efficient and effective referral systems,
    provision of and supportive use of a range of medical supplies, and
    behaviour change communication activities. This will include the
    preparation of work plans and activity budgets.
  • Assist the Project M&E Officer and Project
    Coordinator in the monitoring and evaluation of project activities,
    including baseline and endline surveys, health facility quality of care
    surveys, training evaluations and stakeholder and partner consultations.
  • Ensure effective coordination with and capacity
    building support to the MoH/NMCP at the district and community level.
  • Ensure effective and collaborative
    relationships with all project partners and that complementary approach
    are established with other projects with similar technical approaches.
  • Conduct regular routine assessments and
    supervision visits to programme related sites and activities.
  • Provide regular progress and trip reports to
    the Project Coordinator in a timely manner.
  • Participate in relevant meetings, presenting
    project results and experiences as required.
  • Provide effective support to all Comic Relief
    visits relating to both project planning, delivery and review, and for the
    purposes of Comic Relief fundraising and marketing.
  • Actively participate as a member of the Malaria
    Consortium Uganda technical team.
  • Adhere to financial, administrative and
    security procedures of Malaria Consortium Uganda.
  • Adhere to humanitarian principles at all times
    during the implementation of the project.
    Carry out additional duties as assigned by the Project Coordinator or
    Malaria Consortium Uganda senior management.
Qualifications, Skills &
Experience:
  • The applicant should hold a Degree in
    Medicine or social science. A masters degree in public health or
    management related discipline with a post graduate diploma in project
    planning and management will be an added advantage.
  • Four or more years experience in project
    management, including financial management, human resources, and donor
    liaison and reporting
  • Experience coordinating public health
    programmes including with INGOs, multilaterals or donor institutions
  • Excellent organization skills
  • Experience in effectively managing diverse teams
  • Excellent communications and presentation
    skills and proficient in word-processing and data management software
  • Strong networking skills and the ability to
    develop strong relationships
  • Experience in communicable disease
    control/malaria control
  • Experience in community-based health care
    delivery
  • Experience in capacity building/ transferring
    of skills.
