About Us:
The Parliamentary
Commission of Uganda serves the following functions;
  • To appoint,
    promote and exercise disciplinary control over persons holding public
    office in Parliament;
  • To review the
    terms and conditions of service, standing orders, training and
    qualifications  of persons holding office in Parliament;
  • To provide a
    Parliamentary reporting service;
  • To provide such
    other staff and facilities as are required to ensure efficient functioning
    of the Parliament;
  • To cause to be
    prepared in each financial year, estimates of revenue and expenditure for
    the next financial year; and
  • To make
    recommendations to Parliament, or with the approval of Parliament,
    determine the allowances payable and privileges available to the Speaker
    and Members of Parliament.
Job Summary: The Senior Systems
Analyst will analyze, design, develop and maintain Information technology
systems.
Key Duties &
Responsibilities:
  • Analyze and design information systems
  • Develop and maintain information systems
  • Conduct the selection and acquisition of
    necessary software and hardware
  • Test and implement new information systems
  • Prepare system documentation and user manuals
    for Information Systems
  • Train and support users of Information Systems
  • Prepare periodic reports for the section
Qualifications, Skills &
Experience:
  • The applicant should posses an Honours
    Bachelor’s Degree in Computer Science, Information Technology, Information
    Systems, Computer Engineering or Software Engineering
  • Additional IT Certification such as Oracle,
    Microsoft or ITIL plus active professional membership shall be an added
    advantage.
  • At least three (3) years working experience in
    systems analysis, development and maintenance as well as programming on
    Linux and Windows Operating Systems
  • Proficiency in use of C, JAVA, PHP, VB, C# and
    Python programming languages
  • Advanced skills in database management,
    development and modeling using SQL
  • Knowledge of standard development tools such as
    IDEs and RAID
  • Good analytical, communication and
    interpersonal skills
