The Government of Uganda has received funding from
Development Partners to support implementation of the Second Financial
Management and Accountability Programme (FINMAP II). The overall objective of
FINMAP II is to strengthen Public Financial Management Systems at Central and
Local Government levels in a bid to ensure efficient, effective and accountable
use of public resources as a basis for poverty eradication and improvement of
service delivery.

Basket Fund, the World Bank funded Local Government Management and Services
Project (LGMSD) and Government of Uganda. The current phase is planned to be
concluded by 30 June 2014, except that the World Bank funded component is due
to end by 31 December 2014.

Job Summary: The Senior Procurement Officer will provide technical support to
the Head of Procurement in the execution all procurement activities of the
Programme to ensure service delivery and value for money.

Responsibilities:
Responsibilities:
- Prepare Component level
procurement plans together with the user departments/components; - Provide guidance to the
user departments in preparation of specifications and statement of
requirement for goods and works; and terms of reference for goods and
services to be procured; - Analyze procurement
requisitions received to verify compliance with the procurement
procedures; - Prepare solicitation
documents, evaluation reports and contracts required through the
procurement process using established World Bank/IDA and Government of
Uganda (GoU) formats and guidelines; - Participate in evaluation
processes for various procurements of goods, services and works; - Supervise the preparation
of monthly reports on the status of ongoing procurements; - Supervise the preparation
of all required documentation during the entire procurement and
contracting process using established formats and ensure their safe
custody; - Follow-up on procurement
clearances on the Government of Uganda side including approvals through
the Contracts Committee, the Ministry of Justice, and PPDA as may be
required of the process; - Manage implementation of
Framework Contracts and Service Level Agreements in place; - Follow up evaluation of
contract performance by Suppliers and Consultants; - Supervise the day to day
operations, record keeping and document management system in the
procurement section; - Perform any other duties

Qualifications,
Skills and Experience:
Skills and Experience:
- The applicant should hold
a Bachelors Honors University degree in Business in Business
Administration, Commerce, Engineering, Law, Procurement or related field
from a recognised institution. - A post graduate
qualification in a procurement related field will be an added advantage;
so is professional certification in procurement. - At least four years
working experience in the procurement function, of which two years should
have been with GoU/Donor Funded projects. - Demonstrable practical
knowledge and understanding of procurement under the Government of Uganda
procurement law. - Computer knowledge in the
use of Microsoft Office Applications (MS Excel, Word, PowerPoint and
Project). - Knowledge and use of any
computerised financial management application software; - Excellent communication
skills. - Good interpersonal skills
and ability to relate well with a multiplicity of stakeholders. - Mentoring/Supervisory
skills will be an added advantage, so will be proficient in using the
Government of Uganda Integrated Financial Management System (IFMS). - Contract Arrangements
