Background:
Due to
a number of upcoming funding opportunities, Malaria Consortium anticipates
scaling up its work in malaria and child health over the coming year and is
looking to strengthen its team in a number of technical and programme
management areas.
Job Summary: The Monitoring
and Evaluation (M&E) Specialist will provide technical leadership in
monitoring and evaluation for this high profile, high value project, working
closely with host country governments and other partners.
Key Duties and
Responsibilities:
  • Support project staff in the development and
    implementation of M&E systems and plans including: log frames with
    appropriate project indicators, targets and data collection methods;
    routine monitoring systems, including databases, systems for data
    collection, maintenance and storage; and templates and schedules for
    routine and exceptional quantitative and narrative reports.
  • Provide technical support for routine data
    collection and management including IT applications for data transfer.
  • Advise project staff in the design,
    implementation and analysis of quantitative and qualitative surveys. Where
    necessary, oversee their implementation.
  • Support project staff to ensure effective use
    of data for decision-making.
  • Conduct field visits to validate data and
    monitor the quality and completeness of data collection.
  • Provide technical oversight and support to
    M&E project staff.
  • Participate in capacity development for Malaria
    Consortium and partner staff.
  • Coordinate reporting for the project.
  • Represent Malaria Consortium at district,
    national, and regional meetings as relevant and required.
Qualifications, Skills and
Experience:
  • The candidates should possess an advanced
    degree in public health or related field
  • Experience working in Africa
  • Experience in survey design and implementation
  • Proficiency in the development of data entry
    programmes and in using statistical analysis software (EpiInfo, EpiData,
    Excel, Access, Stata)
  • Experience in applying qualitative methods of
    data collection and analysis
  • Excellent writing and oral communication
    skills, including the ability to develop and present effective
    presentations
  • Experience with programming (e.g. Pendragon)
  • Good understanding of Aid effectiveness and
    value for money principles
  • Strong analytical ability
  • Project management and planning skills
  • Able to delegate efficiently and technically
    support teams with no direct line management responsibility over them
  • Excellent personal and time management skills
  • Experience working in Uganda is desirable
