About USE:
The Uganda
Securities Exchange (USE) was licensed to operate as an approved Stock Exchange
in June 1997 by the Capital Markets Authority of Uganda. The USE began formal trading
operations in January 1998 following the listing of its maiden instrument, the
East African Development Bank (EADB) Bond. Currently the products listed on the
Exchange include bonds and 9 equities (3 of the equities are cross listings).
Job Summary: The Head Finance, HR and Administration will
primarily ensure effective strategic and operational financial planning,
monitoring and reporting to enhance the decision making process of the
Management team and the Governing Council. S/he will also ensure that HR and
Administration processes support the effective running of the business and as a
member if the Management team, the Head, Finance, HR and Administration will be
a key player in creating the culture that is required and maintaining the
Exchange’s healthy financial and administrative wellbeing.
Key Duties and Responsibilities:
1. Financial
Management:
  • Ensure accurate, complete and timely financial and management
    reporting, including monthly management accounts, balance sheet control.
  • Undertake ad hoc financial analysis from time to time, to assist
    management in evaluating profitability of income streams, and potential
    investment options for the Exchange.
  • Oversee and lead annual budgeting and planning process; administer
    and review all financial plans and budgets; monitor progress and changes
    and keep Management abreast of the organization’s financial status.
  • Develop, implement and ensure compliance with internal financial and
    accounting policies and procedures.
  • Prepare all supporting information for the annual audit and liaise
    with the Head Internal Audit and external auditors as necessary.
  • Develop and maintain financial accounting systems for cash
    management, accounts payable, accounts receivable and credit control.
  • Oversee the bookkeeping function including maintenance of the
    general ledger, accounts payable, accounts receivable and payroll.
2. Human
Resource Management:
  • Oversee all payroll functions to ensure that employees are paid in a
    timely and accurate manner.
  • Negotiate and manage employee insurance and benefit plans.
  • Guides and manages the overall provision of Human Resource services,
    policies, and programs for the Exchange.
  • Originates and leads Human Resources practices and objectives that
    will provide an employee-oriented, high performance culture that
    emphasizes empowerment, quality, productivity and standards, goal
    attainment, and the recruitment and ongoing development of a superior
    workforce.
  • Coordinates implementation of services, policies, and programs
    through Human Resource staff; and assists and advises the Exchange about
    Human Resource issues.
  • Develops and administers programs, procedures and guidelines to help
    align the workforce with the strategic goals of the Exchange.
3.
Administration:  
  • Manage acquisition of capital assets and ensure that assets are
    properly recorded, amortized and disposed of as appropriate.
  • Oversee the management of all contracts and other financial
    commitments.
  • Oversee and supervise the administrative function of the Exchange
    including reception, property/facility management, safety of the work
    environment and provision of furnishings and equipment necessary for
    effective operations.
Qualifications, Skills and Experience:
  • The applicant should hold a Master’s degree in Business
    Administration, Accounting, Finance or any relevant field from a
    recognized institution is an added advantage.
  • The prospective candidate should be a Certified or Chartered
    Accountant in ACCA or CPA.
  • Knowledge of generally accepted accounting principles
  • At least five years of professional experience in a similar position
    and a reputable organization.
  • Prior working knowledge of applicable regulations, laws and
    legislations relating to the HR profession.
  • Proficiency in the use of computer programs for accounting and office
    applications like spreadsheets, word processing, databases, e-mail and
    internet. Proficiency in Navision accounting system is an added advantage.
  • Working knowledge of the financial services sector in which the
    Exchange operates is an added advantage
  • A multi-tasker with the ability to wear many hats in a fast-paced
    environment.
