Our
Client, National Housing and Construction Company Limited (NHCC) is a 48 year
old limited liability company jointly owned by the Governments of Uganda and
Libya. Its mission is to provide adequate and affordable housing for all in
Uganda; and the vision is “to transform people’s lives and communities by
providing affordable and well-built housing.”
Job Summary: The Chief Executive
Officer will offer strategic and operational leadership to NHCC in line with
the organization’s vision, mission, mandate and the set policies and
guidelines.

Key Duties and Responsibilities:
  • Initiate the
    preparation of NHCC strategic and operational plans, and budgets and
    submit to the Board for approval in line with the set policies and
    guidelines
  • Provide policy
    direction in establishing and implementing NHCC marketing strategy that
    creates competitive positioning of the organization in line with the
    approved strategic plan.
  • Initiate the
    preparation and implementation of sound financial, accounting information
    systems and preparation of financial statements that meet operational
    procedures and regulatory requirements
  • Develop and
    implement NHCC human resource, talent and succession planning framework
    and strategy to attract and retain competitive staff in line with the
    strategic plan
  • Develop and
    monitor strategies for producing long-term company profitability and
    financial viability in line with the set policies and guidelines
  • Develop and
    implement a framework for timely reporting to the Board and other relevant
    stakeholders on the Company’s operational and financial performance and
    statutory requirements.
  • Develop and
    implement a framework for planning, managing and tracking organizational
    and staff performance in line with the set policies and guidelines
  • Develop and
    implement a framework for cultivating and managing partnerships and
    corporate image
  • Develop and
    implement a framework for enterprise risk management in line with the set
    policies and guidelines
  • Develop and
    implement a framework   for cultivating and promoting NHCC
    identity, culture, values, reputation and corporate image.
  • Develop and implement
    a framework for managing NHCC corporate resources and company assets.
  • Provides
    guidance and effective participation in the management of subsidiary
    companies in which NHCC has a stake.
Qualifications, Skills and
Experience:
  • The applicant
    should hold a Master’s degree in Business Administration,
    Development Administration, Management or a related field.
  • A Bachelor’s
    degree in Civil Engineering, Architecture, Construction Management,
    Quantity Surveying, Housing Development, Housing Finance, Administration
    or a related field will be an added advantage.
  • Experience in
    development of affordable housing/ slum redevelopment and sustainable
    human settlements projects would be an added advantage.
  • A professional
    qualification and/or affiliation to a relevant technical area will also be
    an added advantage.
  • A minimum of 8
    years of experience as a Chief Executive officer and/or 10 years of
    experience in an executive level role overseeing large, diverse groups and
    portfolios in a reputable organization.
  • A successful
    track record of performance at a high level management position.
  • Experience in
    dealing with board governance.
  • Experience in
    Housing development, the construction or Real Estate Development industry
    will also be an added advantage.

    entrepreneurial and innovative competences with ability to turn around
    NHCC into a competitive and profit making organization.
  • Demonstrated
    hands on experience in project management, implementation and evaluation
  • Proven
    experience in local/ international fundraising, development of innovative
    fundraising strategies such as Joint Ventures, Public Private Partnerships
    etc.
  • Demonstrated
    ability to cultivate strategic partnerships with international financiers
    and private developers and secure long term affordable construction
    financing for housing projects.
  • Demonstrated
    ability in forging inter-agency collaboration and strong partnerships at
    the highest political level with; Governments, private developers
    development partners, donors, multilateral organizations,  private
    sector, financiers etc
  • Good
    understanding of Government operational regulations and policies
    especially the Real Estate and Housing Policies.
Contract terms and
Remuneration:
This is a high level position with competitive terms and the incumbent
will be offered a three year renewable contract.
