About Us:
The
Government of Uganda is to implement the Youth Livelihood Programme (YLP),
under the Ministry of Gender Labour and Social Development (MGLSD). The overall
objective of the Programme is to address the escalating problem of Youth
Unemployment in Uganda.
Job Summary: The Youth
Livelihood Specialist will oversee, co-ordinate and guide the implementation of
the livelihood component of the programme.
Key Duties and
Responsibilities:
  • Advise the
    Youth Livelihood Project Manager on effective promotion of livelihood
    projects.
    Supervise Programme activities related to technical planning, promotion
    and performance appraisals for Districts & communities throughout the
    Programme cycle
  • Provide
    advice and interpretation on details and categories of the livelihood
    menu.
  • Provide
    guidance to stakeholders to ensure consistency and coherence in the
    interpretation of YLP criteria, principles, standards and norms.
  • Train
    district staff, Youth Leaders and other stakeholders on YLP activities.
  • Develop
    annual and medium-term implementation and monitoring plans.
  • Monitor the
    progress of on-going livelihood projects to ensure adherence to set
    standards, specifications, and agreed implementation time schedules.
  • Advise and
    make timely recommendations to the Youth Livelihood Programme Manager, and
    District leadership on identified Programme implementation strategies and
    targets
  • Organize
    sensitization programmes for respective actors to address specific issues
    and promote awareness; enforce shared understanding and working knowledge
    of YLP operational systems, tools, and procedures.
  • Produce
    quarterly and annual performance reports of all livelihood Programmes in all
    Districts.
  • Plan,
    co-ordinate and initiate field appraisal exercises and project
    justification reports.
Qualifications, Skills and
Experience:
  • The Applicants
    must be Ugandans possessing the following:- An Honours Bachelor’s Degree
    in Economics / Economic Policy and Planning / Social Sciences /
    Development Studies / Social Work and Social Administration from a
    recognized University OR a Masters degree in Social Sector Planning /
    Management / Development Studies / Economics from a recognized University.
  • A minimum of five
    years’ experience in management and implementation of livelihood
    programmes.
  • Knowledge of
    Training for Community Development and Transformation, Participatory Rural
    Appraisal or other Community Development related field.
Personal Competencies: Planning,
organising and coordinating; Advocacy and networking; Good Interpersonal and
communication skills; Financial management; Computer Literacy; Ethics and
Integrity.
