The Elizabeth Glaser Pediatric
AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS,
working in 13 countries and at 4,700 sites around the world to prevent the
transmission of HIV to children, arid to help those already infected. The
Foundation received funding from SIDA/UNICEF for a two-year cooperative
agreement to implement a project to Optimize HIV Treatment Access Among
Pregnant Women (OHTA) in 8 districts in the south-western region of Uganda. The
project aims to achieve the following objectives:

Foundation received funding from SIDA/UNICEF for a two-year cooperative

Pregnant Women (OHTA) in 8 districts in the south-western region of Uganda. The
project aims to achieve the following objectives:
- To
optimize the delivery of simplified ARV prophylaxis arid treatment for
HIV-positive pregnant and lactating women and mothers living with HIV by
strengthening the capacity of the primary health care system to provide
quality PMTCT/MNCH services. - To
increase the demand, uptake, and timely utilization of PMTCT/MNCH services
for HIV-positive pregnant women, mothers, and children along the continuum
of care. - To
strengthen real-lime monitoring and evaluation (M&E) for timely
decision-making to improve health service delivery for HIV-positive
pregnant women, mothers, and their children in need of prophylaxis and
treatment.

Job Summary: The Project
Coordinator will be responsible for providing oversight to the implementation
of activities under Optimizing HIV Treatment Access Among Pregnant Women
(OHTA) project. S/he will provide leadership to a team of program officers
under the project; and also provide technical leadership in core components of
the project. As a team leader, s/he will also be responsible for planning and
strategy development for OHTA project, provide technical assistance to
Foundation/OHTA project staff, district, site team and community teams to
ensure high quality PMTCT service delivery in the 8 districts under EGPAF/OHTA
support. The role requires direct collaboration with the Ministry of Health to
effectively implement, monitor and evaluate PMTCT program in accordance with
national HIV/AIDS policies and standards.

Key Duties and Responsibilities:
1. Leadership and management:
- Serve
as the EGPAF focal point for the OHTA project, including consistent
liaison with District Health Officers, partner projects and UNICEF field
teams. - Work
closely with the EGPAF Uganda technical team to oversee overall
implementation of OHTA program plans ensuring timely delivery of all key
outputs - Work
to ensure creating a strong linkage with other service areas and
departments. - Participate
in senior management team and program managers’ meetings as key platform
for strategic guidance and coordination of core functions
2. Project implementation:
- Ensures
that OHTA project implementation strategies and performance goals are in
accordance With national and international standards for PMTCT - Provides
technical guidance during the development of SIDA/UNICEFIOHTA annual work
plan and participates in the planning and budgeting activities, especially
in regard to PMTCT services. - Coordinates
the provision of technical support to the OHTA supported districts and
provides technical guidance to the district teams for work plan
development to ensure successful implementation of the project. - Coordinates
technical reporting according to defined donor/EGPAF reporting schedules
and mites regular monitoring and technical reports as required. - Track
progress al individual PMTCT sites/district through site visits and
supervision reports, in collaboration with district based teams. - Assist
in identifying, documenting, disseminating and scaling up best practices
in PMTCT service provision and program implementation.
Qualifications, Skills and Experience:
- The
candidate should possess a Bachelor of Medicine and Bachelor of Surgery
(MBChB) degree with master of medicine or Public Health - Five
or more years experience in HIV/AIDS implementation, monitoring and
evaluation; and specifically in prevention of Mother to Child HIV
Transmission Programs. - Good
knowledge of community-based structures and implementing community based
HIV/AIDS programs - Possess
an excellent grasp of HIV/AIDS
current knowledge especially on HIV/AIDS treatment and elimination of
mother-to-child transmission of HIV current frame work and national strategies
- Extensive
knowledge of MOH national PMTCT/ART guidelines and implementation
modalities - Knowledge
of the functioning of the country’s Ministry of Health and decentralized
health system. - Experience
in developing technical documents and reports - A
high level of proficiency in relevant computer applications particularly
MS Office and some analytical statistical packages - Ability
to work well with others and to develop and maintain relationships with
project staff, district leadership and other partners - Ability
to manage projects/activities, set realistic priorities and timelines, and
follow through appropriately - Strong
skills in leadership, teamwork and networking. - Good
verbal communication and writing skills.
