About BHC and DFID:
The British High Commission
(BHC) is responsible for the political relationship between the UK and Uganda,
and we provide advice and guidance on political and governance issues. The
Department for International Development (DFID) has been working in Uganda to
improve the quality of essential services and help protect the most vulnerable.
Uganda aspires to be a middle income country by 2040. Revenue from oil
production and successful regional economic integration could help achieve this
sooner. Since 2005, economic growth has averaged 7% annually and inward
investment has doubled. Less than a quarter of the population now lives below
the national poverty line, down from a third in 2006.
Job Summary: The
Protocol Officer will act as an interface between the UK Mission and Government
of Uganda ministries and departments such as Ministry of Foreign Affairs,
Ministry of Internal Affairs Immigration Department and the Uganda Revenue
Authority. They will ensure the smooth acquisition of diplomatic privileges for
the UK Mission and the expatriate officers attached to it and also provide
support for high level UK Government visits to Uganda. The position is a key
role within the HR Team and will require a self-starter with strong
communication and stakeholder engagement skills.



Key Duties and Responsibilities:
  • Work
    closely with the Ministry of Foreign Affairs and other Government
    departments to obtain the mandatory and necessary permits to enable
    expatriate staff to work and reside in Uganda.
  • Provide
    effective support in the preparation of VIP visits and programmes by
    liasing and coordinating closely with the Government departments and
    officials.
  • Steer
    all freight import/export arrangements and customs clearance for official
    diplomatic consignments for the mission and expatriate staff’s personal
    effects, from the point of entry into the country.
  • Offer
    effective and reliable assistance to expatriate staff on a variety of
    administrative issues including providing a briefing to new arrivals on
    all procedures related to their diplomatic status in Uganda.
  • Maintain
    up-to-date filing of key protocol documents in the relevant files
  • Process
    claims and payments relating to HR/Protocol services.
Qualifications, Skills and Experience:
  • The
    applicant should hold a bachelors Degree or equivalent in Public
    Relations, Business/Office Administration, Social Sciences or equivalent.
  • At
    least three (3) years’ work experience managing protocol activities or
    dealing extensively with Ministry of Foreign Affairs, Ministry of Internal
    Affairs (Immigration) and Uganda Revenue Authority (URA) to deliver
    similar outputs, preferably in a Diplomatic mission.
  • Good
    knowledge of Ugandan protocol guidelines and procedures.
  •  Strong track record of planning work and
    delivering results.
  • Good
    analytical and problem solving skills.
  • Excellent
    planning, organisational and negotiation/ influencing skills.
  • Excellent
    command of spoken and written English.
  • Ability
    to use tact and diplomacy when dealing with high ranking officials from
    both Uganda and the United Kingdom.
  • Possess
    a high self initiative and the ability to work independently and as part
    of a team.
  • Good
    typing skills and ability to use the range of MS Office applications
    including MS Word, and Excel.
