Duty Station: Kampala, Uganda
About Us:
The Ministry of Education and Sports Training (BTVET) Sub-sector, with
Loan financing from five Arab-funding agencies, i.e. the OPEC Fund for
International Development (OFID), Islamic Development Bank (IDB), Saudi Fund
for Development (SFD), the Arab Bank for Economic Development in Africa (BADEA)
and the Kuwait Fund for Arab Economic Development (KFAED). The subject projects
focus on establishing and equipping nineteen (19) new technical institutes in
various districts of Uganda, as well as expanding and equipping of the five (5)
Uganda Technical Colleges (UTCs) and one (1) National Teachers’ College (NTC).
The Ministry of Education and Sports is the Executing Agency for the projects,
through a joint Projects Coordination Unit (PCU).



Key Duties and Responsibilities:
  • Assist the Projects
    Coordinator (PC) in managing all finances of the projects, in accordance
    with the approved GOU and Donor financial procedures and controls.
  • Actively participate
    in the projects’ budgeting and work- planning processes
  • Prepare and follow-up
    GOU endorsements of relevant loan withdrawal applications.
  • Review and advise the
    PC on all submitted requests for expenditure.
  • Prepare payment
    authorization letters for the Accounting Officer as appropriate, in favour
    of executors and service providers of approved activities.
  • Follow-up approvals of
    expenditure requests and related accountabilities of funds.
    Supervise effective and efficient management of the project imprest funds.
  • Maintain all project
    accounting information/records in a complete and orderly manner.
  • Support preparation of
    required monthly and quarterly project progress reports.
  • Participate in the
    external audit processes of the projects, particularly facilitating easy
    access to the project financial records by audit team members.
  • Perform any other
    duties as may be assigned from time to time by the PC and/or the Projects
    Technical Manager (PTM).
Qualifications, Skills and Experience:
  • All applicants should possess
    Bachelor’s degrees in Commerce (Accounting Option) and ACCA (or
    equivalent)
  • At least seven (7) years’ overall post-Bachelor’s degree work experience.
  • Four (4) years’
    hands-on experience with the project financial management procedures of
    similar international funding agencies and the Government of Uganda.
  • Experience with
    similar infrastructure-focused projects is an added advantage.
  • Proven track record of
    professional integrity.
  • Result-oriented
    organisational skills, with the ability to effectively prioritise
    activities, work with minimum supervision and meet project/task deadlines.
  • Functional knowledge
    of relevant project accounting software and key Microsoft packages
    including inter alia Navision (or equivalent), MSWord, MSExcel and
    MSPowerpoint.
  • Excellent
    communication skills, including professional correspondence/report writing
    and oral presentation abilities in English, with attention to detail.
  • Dedicated team player
    and builder, with good interpersonal and knowledge sharing skills.
Job Terms and Conditions: The successful candidate shall be
engaged under a two- year employment contract, renewable up to the end of the
implementation period of the projects, subject to satisfactory performance. The
remuneration/benefits to be offered are reasonable and competitive.
