Electoral Commission (EC) Jobs – Principal Election Officer, Human Resource Management

Organization: The Electoral Commission (EC)

Salary Scale: ECS3
About EC:
The Electoral Commission was set up under Article 60 of the 1995
Constitution of The Republic of Uganda. It consists of the Chairman, Deputy
Chairperson and five other members appointed by the President with the approval
of Parliament, and a Secretariat headed by the Secretary. The functions of the
EC are outlined under Article 61 of the 1995 Constitution of the Republic of
Uganda as follows;
  • To ensure that
    regular, free and fair elections are held;
  • To organize, conduct
    and supervise elections and referenda in accordance with the Constitution;
  • To demarcate
    constituencies in accordance with the provisions of the Constitution;
  • To ascertain, publish
    and declare in writing under its seal the results of the elections and
    referenda;
  • To compile, maintain,
    revise and update the voters’ register;
  • To hear and determine
    election complaints arising before and during polling;
  • To formulate and
    implement voter educational programmes relating to elections; and
  • To perform such other
    functions as may be prescribed by Parliament by law;
Job Summary:  The  Principal
Election Officer, Human Resource Management will mainly be assisting the  Head, Human Resource Management in
interpreting and implementing various aspects of personnel policies, rules and
regulations.
Key Duties and Responsibilities:
  • Preparation of draft
    budgetary estimates and staff proposals.
  • Managing establishment
    and staffing control information systems.
  • Administering the
    payroll
  • Preparing periodic
    reports for the Human Resource Department
  • Supervision of
    sectional activities and staff
  • Interpreting various
    aspects of personnel policies, rules and regulations
  • Ensuring adherence to
    personnel policies, rules and regulations
  • Approving staff leave
  • Identifying staff
    training needs and compiling the organizational Training Plan
  • Providing timely
    advice to Head, Human Resource Management Department
  • Assisting in
    evaluations and recommendations of the most qualified and suitable
    candidates to recruit.
  • Performa any other
    duties as officially assigned from time to time.
Qualifications, Skills and Experience:
  • All applicants should
    be Ugandans holding an Honors Bachelors Degree in either Arts or Social
    Sciences, Human Resource Management, Development Studies, Commerce
    (Management Option), Business Administration (Management Option) or a
    related field, plus a Post Graduate Diploma in any of the above or related
    field, from a recognized University / Institution.
  • Possession of a
    Masters Degree in Public Administration, Business Administration, Human
    Resource Management, Management, a Certificate in Administrative Law, and
    membership to a professional association are added advantages.
  • Applicants should have
    at least 6 years relevant working experience in the field of Human
    Resource Management, 3 of which should have been gained at a Senor level
    in Government or equivalent level of experience from a reputable
    organization.

  • Knowledge of
    Government Policies and Administrative Procedures.
  • Well developed
    interpersonal and communication skills and capable of working as a member
    of the organization’s senior management team.
  • Ability to lead,
    cultivate team spirit and motivate qualified and specialized staff.
  • Well developed
    analytical and report writing skills.
  • Ability to work under
    tight deadlines and pressure.
  • Excellent written and
    spoken English with strong report writing and presentation skills. 
Age: 28-56 years.
