About IDI:
The mission of the Infectious Diseases Institute (IDI) is to strengthen
health systems in Africa with a strong emphasis on infectious Diseases, through
research and capacity development. IDI has five operational areas through which
it works to achieve its mission: Prevention, Care and Treatment; Training,
Research and Laboratory services and Outreach. In order to further support and
strengthen its support to the rapidly expanding Outreach programmes.
Job Summary: The HIV/AIDS
prevention specialist (Outreach programme) will offer technical assistance to
the IDI outreach department projects which focus on health systems
strengthening and capacity building for comprehensive HIV services. He/she will
provide strategic direction, technical assistance, onsite support and
supervision, formal and informal training, and quality assurance in HIV
counseling and testing including PITC, linkage, retention in care and other HIV
prevention interventions. He/she will support mentorship in comprehensive
counseling skills and support services for special populations including
adolescents, discordant couples and key populations among others. He/she will
work closely with other departments within IDI’s supported districts, Ministry
of Health (MoH), Other stakeholders and other IDI Outreach Projects to ensure
increased access to HIV prevention services using various services delivery
approaches.
Key Duties and Responsibilities:
  • Facilitate improvement
    of counselor skills through provision of regular mentorship and support
    supervision, conducting regular CPD and dissemination of up-dates on
    HIV/AIDS counseling, care and treatment.
  • Support training in
    HIV counseling and testing; Provider Initiated Counseling and Testing,
    Positive prevention, Couple counseling, family support groups, adolescent
    support groups and discordant couple groups.
  • Facilitate the
    dissemination of information and educational materials relevant to
    HIV/STDs.
  • Ensure effective
    referral and linkage for comprehensive AIDS services.
  • Ensure quality
    assurance and quality improvement of HCT services in liaison with MoH,
    local governments and other partners to ensure harmonized HCT quality
    practice.
  • Support the
    development and ensure the availability of relevant MoH documents such as
    SOPs, guidelines and policies for HCT, linkage, ongoing counseling and
    support for special groups.
  • Liaise with relevant
    departments within MoH to ensure updated tools are available and in use.
  • Plan and respond to
    emerging needs for the targeted special groups.
  • Support and maintain
    coordination with Project Management and ensure related activities within
    the work plan are implemented.
  • Support continuous
    quality improvement and data utilization in collaboration with monitoring
    and evaluation staff to document successes, challenges and interventions
    for all assigned HIV/AIDS initiatives.
  • Prepare and submit
    timely reports as required.
  • Any other duties as
    required.
Qualifications, Skills and Experience:
  • The applicant should
    hold a Degree in Nursing or related relevant health sciences obtained from
    a recognized institution
  • Additional training in
    a related field e.g. HIV/AIDS counseling including couple counseling and
    PTIC is essential
  • Updated registration
    with the relevant Professional Councils in Uganda
  • A minimum of five 5
    years of practical experience in HIV prevention interventions with some
    time spent in busy HIV Care and prevention programs
  • Experience in
    institutional capacity building especially working with MoH structures and
    systems
  • Experience in training
    and mentoring of health professionals in HCT and other HIV prevention
    approaches
  • Demonstrated experience
    in supporting health facilities in setting up HIV testing points, linkage
    and referral systems for adults, pregnant women and children.
  • Experience in HIV
    prevention support for special populations including adolescents,
    discordant couples and key populations
  • Extensive experience
    in HIV/AIDS programming (mainstreaming, prevention, care and treatment
    support)
  • Experience in
    development of QA/QC systems for facility and community based HIV testing
    and counseling services
  • Good knowledge of good
    practices and application of relevant policies for HCT (adults, children):
    positive prevention, ART and PMTCT among others
  • Excellent
    report/proposal writing and presentation skills including project management
    skills
  • Ability to create a
    positive team environment using leadership, delegation, quality management
    skills and interpersonal communication
  • Ability to complete
    multiple tasks and high volume of work on deadline
Salary: Compensation for the
position will be commensurate with training and experience.
