techniques to provide family planning and reproductive healthcare across every
district of Uganda. We aim to contribute 15 points to Uganda’s contraceptive
prevalence rate by 2015, saving and improving many thousands of Ugandan lives.
For over 15 years, Marie Stopes Uganda (MSU) has prided itself on providing a
wide range of high quality, affordable and client-centred services to men,
women and young people. Our 340 team members work in every district of Uganda
and provide approximately 35% of all modern contraception, the majority of
which is delivered in hard to reach and remote areas. In 2012, MSU generated
over 1.1 million Couple Years of Protection and provided quality services to
over 350,000 Ugandans.
Job Summary: The Head of Information
Systems will be l
eading / managing the IT Team, the IS Head’s main role is to solve
problems in a multi-server environment, through a variety of software systems
and applications in accordance with the Standard Operating Procedures, Donor
compliance regulations, deadlines, contractual targets and budgets
The
key deliverable will be to ensure that all information systems for programme
activities are integrated; accessible to Senior management team via
 dashboard and all programmes have the necessary information systems tools
and support. This position will work closely with the research and metrics team
to ensure the integrity of programme statistical data. 
It
is particularly important that the post holder is able to sustain a close and
collaborative partnership with operational staff in the support office and
field, so that project deliverables remain a focus of operational activities.
This post holder will be able to work productively with the Research,
Monitoring & Evaluation, Operations, Corporate Services, MDT and Social
Franchising teams to ensure that programme activities serve the indicators in
MSU’s M&E framework
The
primary responsibility of this role is to further MSU’s Goal: THE PREVENTION OF
UNWANTED BIRTHS and its mission of ensuring the individual’s right to CHILDREN
BY CHOICE NOT CHANCE
Key Duties and Responsibilities:
  • Coordinating
    and supervising multiple systems to work in unison, either internally or
    throughout a prescribed network of external platforms. 
  • Analyzes
    existing systems, and infrastructure, for efficiency and recommends
    upgrades and design changes. 
  • Develop
    budgets to accommodate the technological communication needs of various
    departments and service areas.
  • Give
    direction, and motivation, to the team currently made up of four
    resources 
  • Clearly
    communicate Information System strategies to Senior Management and
    technically to vendors and team. 
  • Create,
    implement and support the country program IS strategic plan within a time
    line and budget
  • Clear
    communications with multiple managers to facilitate identifying issues and
    developing logical, cost-effective solutions. 
  • Supervise
    security efforts to prevent breaches from hackers, and to keep data and
    confidential information safe. 
  • Interface
    with management to report on IT activities and return on investment
    analysis for systems expenditures. 
  • Introduce,
    and maintain, Information Systems and Technology policies, procedures and
    best practice. 
  • Ability to
    support Senior Management team with statistical data during donor
    presentation
Qualifications, Skills and Experience:
  • The candidate
    should possess a bachelor’s degree in computer science, engineering,
    computer technology or business administration is required. 
  • Skills set
    should include business analysis, system analysis and technical skills
    (networking or programming). 
  • A master’s
    degree in a related field is a plus. 
  • Three to Five
    years’ experience in ICT management.
  • In-depth
    knowledge of software, hardware and LAN (local area network) integration
    is necessary. 
  • The ability
    to work with remote teams
  • Proven
    excellent technical oral, written, and editing abilities; ability to
    present and write influentially for multiple audiences
  • The ability
    to manage vendors and monitor task. Management of a team is essential.
  • Must be able
    to satisfy stakeholders
  • Should be
    able to work in deadline driven/results orientated atmospheres
  • Able to think
    strategically and a good planner
  • Able to
    manage and motivate teams to achieve targets and to achieve organisational
    change.
