Marie Stopes Uganda
(MSU) is a marketing-focused, results-oriented social business that uses modern
management and marketing techniques to provide family planning and reproductive
healthcare across every district of Uganda. We aim to contribute 15 points to
Uganda’s contraceptive prevalence rate by 2015, saving and improving many
thousands of Ugandan lives. For over 15 years, Marie Stopes Uganda (MSU) has
prided itself on providing a wide range of high quality, affordable and
client-centred services to men, women and young people. Our 340 team members
work in every district of Uganda and provide approximately 35% of all modern
contraception, the majority of which is delivered in hard to reach and remote
areas. In 2012, MSU generated over 1.1 million Couple Years of Protection and
provided quality services to over 350,000 Ugandans.
Key Duties and
Responsibilities:
1. Departmental leadership:
  • Provide overall
    leadership and guidance to the Finance department to ensure strong team
    moral e, excellent coordination and enhanced productivity.
  • Ensure effective
    coordination between Finance team members and MSU service delivery
    channels
  • Participate in donor
    proposal processes  as required (led by CD and Senior Manager
    External Relations)
  • Provide specific
    support to track and support Power of 10 strategic processes in the
    context of Business Planning and budgeting, ensuring optimal use of
    programmatic resources for strategic business objectives.
  • Represent the
    Department at SMT and Executive Team level, providing a good platform for
    dissemination of Departmental work and ideas
  • Provide and facilitate
    ad hoc technical support to other MSI programmes as appropriate
2. Financial Management: Oversight of the Finance Team to
ensure;
  • MSU complies fully
    with MSI’s finance policies and procedures, which are reflected in a complete
    and well disseminated MSU finance manual.
  • MSU is consistently
    increasing surplus generation in a designated number of cost centres
  • Efficiency measures
    are introduced and impact monitored
  • MSU can finance all of
    its activities and all of MSI’s direct and indirect costs.
  • A cash flow model is
    in place and it correctly projects optimal cash flow at all times.
  • MSU demonstrates high
    level of compliance with MSI standards for financial controls including a
    very low risk situation reflecting recommendations of the Risk and Audit
    Committe.
  • MSU has prepared
    business plans including well designed financial budgets for projects and
    for the programme. They are uploaded to SUN, signed off by MSI and
    accurately reported against. There is a rolling forecast to update those
    plans on a regular basis.
  • MSU consistently
    scores 100% on the Financial Reporting scorecard
  • Proactive advice to
    team members regarding project budgeting, to enable sensible
    decisions   are made regarding work planning and use of
    resources.
  • Ensure budget holders
    understand and are able to manage yearly budgets.
  • Manage recruitment,
    performance monitoring, team motivation, and talent development within the
    Finance department, in coordination with the Senior PD Manager
  • Ensure all individuals
    and teams have KPIs related to clear and achievable team work plans, and
    that performance appraisals are conducted on that basis
  • Directly manage and
    supervise the performance of the Senior Finance Manager in line with MSU’s
    performance management system
  • Submit monthly and
    quarterly financial reports to MSI London according to agreed timetable.
  • Submit financial
    reports in donor specified format according to agreed timetable.
  • Ensure budget
    proposals to donors reflect the financial structure of the organisation
    minimising deficit and that they maximise contribution to overheads.
  • Liaise with regional
    Finance Director at MSI London to arrange technical assistance and
    communicate financial status of projects.
  • Monitor the allocation
    of donor restricted income and expenditure to ensure that donor reports
    are accurate.
  • Coordinate financial
    aspects of External Development Partners visits and develop their
    awareness of MSU management information systems
3. Team Leadership and
Development:
  • Manage recruitment,

5. Leadership of MSU as EMT
Member:
  • Contribute to the
    strategic direction of MSU
  • Take ownership with
    other Directors for the implementation of the MSU Strategic Plan and
    Business Plan
  • Active member of the
    EMT and SMT
  • Work with line reports
    to develop a good team spirit, based on MSU core values, within the
    Department and teams, including team members in the field.
  • Support team efforts
    to build and maintain excellent relations with donors and stakeholders
    including MSI, USAID, DfiD and the MoH.
Qualifications,
Skills and Experience:
  • The candidate should
    possess a University Degree in Finance, Master’s Degree and membership of
    a professional accounting body is preferable
  • Financial management
    experience
  • Demonstrated track
    record of people management and leadership skills
  • Extensive experience
    of managing support to team implementing donor funded projects (e.g. 
    financial components)
  • Extensive experience
    managing multi-tiered management structures of finance and other 
    professionals
  • Extensive experience
    in a senior management position, preferably in the INGO sector;
  • Demonstrable skills in
    Microsoft Office computer programmes, particularly Word and Excel
  • Knowledge of Family
    Planning is an added advantage
  • Knowledge of
    institutional donors in the sector and related compliance regulations
    (e.g., DFID, EC, USAID, UNFPA)
  • High level of
    integrity
  • Ability to work in
    deadline driven/results orientated atmospheres
