About Us:
The Government of Uganda is to implement the Youth Livelihood Programme
(YLP), under the Ministry of Gender Labour and Social Development (MGLSD). The
overall objective of the Programme is to address the escalating problem of
Youth Unemployment in Uganda.
Job Summary: The Monitoring
& Evaluation Officer will monitor and evaluate the performance of the Youth
Livelihood Programme.
Key Duties and Responsibilities:
  • Design and update the
    monitoring and evaluation framework of the YLP.
  • Provide and update
    details of information that will be collected at each phase of the
    programme cycle and how it is to be captured by the Management Information
    Systems (MIS).
  • Develop in
    collaboration with the Information, Communication and Technology (ICT)
    Officers, the specifications for the MIS databases and support the
    development of the MIS for monitoring the effectiveness of the programme
    in generating community subprojects.
  • Together with the ICT
    Officers design, develop and test the computer systems and databases to
    make the MIS operational.  
  • Supervise the
    collection of information for analyzing the Programme performance.
  • Liaise with other institutions
    to monitor and evaluate aspects of poverty/unemployment among the youth at
    local government and community levels.
  • Monitor the progress
    of ongoing projects to ensure adherence to set standards and
    specifications and agreed implementation time schedules;
  • Develop short and long
    term monitoring and evaluation plans.
  • Facilitating YLP and
    other partners to establish Monitoring & Evaluation (M&E) Systems.
  • Support capacity
    building of Districts and other partners to enhance their skills in
    monitoring and evaluation.
  • Support the
    development and harmonization of the YLP database.
  • Study relevant
    reports, synthesize and harmonize them for purposes of tracking progress
    and follow up action.
Qualifications, Skills and Experience:
  • All applicants must be
    Ugandans possessing the following:- an Honours Bachelor’s Degree in
    Economics/ Statistics/Development studies/ Social Sciences from a
    recognized University
  • A certificate in
    Monitoring and Evaluation / Project Management.
  • The prospective
    employee should have at least 3 years of relevant experience in monitoring
    and evaluation of development projects in Uganda.
  • Good understanding of Log
    Frame Approach in planning, monitoring and evaluation.
  • Familiarity with
    quantitative as well as qualitative monitoring and evaluation methods.
 Personal Competencies: Computer Literacy; Self Motivated, strong
organizational and planning skills; Good Interpersonal and communication skills,
Ethics and Integrity.
