About Us:
Government of Uganda with
support from the World Bank is implementing the Electricity Sector Development
Project (ESDP) The Project will facilitate improvements in power supply to the
South Western region of Uganda by construction of the Kawanda – Masaka 220kV
transmission line together with construction/upgrading of some selected
sub-stations which will be implemented by the Uganda Electricity Transmission
Company Limited (UETCL). The Project will also support several Social
Development Activities being initiated by the Ministry of Energy and Mineral
Development (MEMD). These will include street lighting and lighting of market
places in Masaka Municipality, electrification of peri-urban areas along the
transmission line corridor etc. and will be implemented by the MEMO:
Additionally, the project will provide Technical Assistance which will interalia:
finance :la) a Review of Sector Reforms; (b) the establishment of a Power
Sector Information Center (PSIC); (c) support to the MEMD and the Energy and
Mineral Sector Working Group IEMSWG), and Training and Capacity building for
sector staff at the Ministry and at UETCL.
Job Summary: The
Procurement Specialist will ensure that procurements under the project are done
efficiently, in a timely manner while ensuring that proper guidelines and
procedure are adhered to.
Key Duties and Responsibilities:
  • Managing
    procurement of goods works and services under the Ministry’s component of
    the ESDP in accordance with Government of Uganda and the World Bank
    procedures
  • Provide
    technical support to the Project Coordinator in the implementation of the
    project.
  • Ensure
    that the contracts signed by the GoU and other parties under the project
    are executed according to the terms of the contract.
  • Updating
    the procurement plan as appropriate and in consultation with the Project
    Coordinator and the World
  • Coordinating
    and guiding the preparation of the Terms of Reference, Technical
    Specifications and Bidding Documents for Consultancy Works, Plant and
    Equipment.
  • Lead
    the bid evaluation process and thereafter, prepare the bid evaluation
    report for the submission to the relevant authorities for approval.
  • Send
    requests for approval to the Ministry’s Contracts Committee.
  • Ensuring
    that proper filing of records for all procurements is in place.
  • Developing
    a procurement monitoring and reporting system and taking lead in preparation
    of quarterly reports on the status of procurement.
  • Managing
    procurement for other World Bank financed projects within the Ministry
  • Any
    other duties of a procurement nature as will be advised by the Project
    Coordinator.
Qualifications, Skills and Experience:
  • The
    prospective applicant should hold a Bachelor’s degree in Procurement,
    Commerce, Business Administration, Economics, Engineering, or any other
    related discipline from a reputable and recognised university with an
    advanced degree in the relevant field.
  • Three
    or more years experience in public procurement with experience in World
    Bank/IDA funded projects.
  • Comprehensive
    understanding of PPDA and World Bank procurement procedures
