USAID Internews Jobs – Media Specialist

Job Summary: The Media Specialist to manage the media components of an anticipated
USAID-funded program to promote the rule of law and human rights in
Uganda.  The overall goal of the program is to enhance awareness on these
topics and empower Ugandan citizens, civil society organizations and judicial
bodies to claim their rights and have better access to information about them.
Key Duties and
Responsibilities:
  • Offer overall management,
    vision and direction for the implementation of all media components of the
    program, including budget management, technical oversight and quality
    assurance
  • Coordinate with legal and
    civil society partners to implement media advocacy campaigns for rule of
    law and human rights awareness
  • Oversee and  take
    part in training and mentoring of  radio, tv, print and website
    journalists and producers to improve coverage of  human rights issues
    and interaction with their audiences on these topics
  • Ensure the project is in
    compliance with all grant and cooperative agreement rules, requirements
    and regulations as well as with Internews internal policies and
    procedures.
  • Manage subgrants for
    local partner organizations, ensuring funds are used in compliance with
    program objectives as well as with Internews and donor policies and
    procedures
  • Provide technical support
    to local partners to ensure they build capacity to progressively take
    ownership of program implementation during the life of the project and
    beyond.  
  • Supervise/Manage staff in
    accordance with the organization’s policies and applicable laws.
  • Responsibilities include
    interviewing, hiring, and training employees; planning, assigning, and
    directing work; appraising performance; addressing complaints and
    resolving problems.
  • Collaborate closely with
    all partner organizations to ensure effective interaction and information
    flows between media, civil society organizations, legal bodies and
    relevant government authorities.
  • Serve as the primary
    budget authority over the project, responsible for ensuring all costs
    charged to the project are allowable, reasonable and correctly allocated.
  • Prepare and assemble
    materials for all reports, including work plans, monthly, quarterly,
    semi-annual and final reports, in compliance with donor guidelines
  • Work with Regional
    Manager to provide comprehensive draft reports, in English, including all
    proper M&E data, narrative reports, success stories, quotes and
    photos.
  • Develop and maintain a
    thorough knowledge of the local media, rule of law and human rights
    issues.
Qualifications, Skills
& Experience:
  • The applicant should possess a
    Master’s degree in journalism, mass media, or in a related social science
    discipline.
  • At least three years’
    experience in media advocacy and engagement on rule of law and human
    rights issues. 
  • Two or more years
    technical experience in dealing with multiple stakeholders including the
    media, judiciary, CSOs, and adjudication
  • Minimum 5 years media
    production and training experience, with strong emphasis on radio,
    preferably  community radio
  • Minimum 5 years
    management experience
  • Demonstrated experience
    in media work in Uganda.
  • Sound knowledge of radio,
    TV, print and website production techniques
  • Experience managing USAID
    – funded programs. 
  • Excellent command of
    written and spoken English
  • Fluency in local Ugandan
    languages an asset
  • Must  be computer
    literate
