Management Sciences for Health
(MSH) is an international non-profit, public health organisation with
headquarters in USA, whose purpose is to strengthen health programs worldwide.
MSH Uganda is currently running a number of USAID and other donor funded
projects including STAR-E in Eastern Uganda. STAR-E, a 5-year USAID-supported
District-based HIV/TB Project ending in March 2015, focuses on the prevention,
care, and treatment of HIV/TB in health facilities and communities. It is
headquartered in Mbale, with activities in Budaka, Bududa, Bukwo, Busia,
Butaleja, Kapchorwa, Mbale, Pallisa, Bulambuli, Kween, Kibuku and Sironko
districts.
Job Summary: The Manager,
Contracts has the major responsibility
and accountability for the administrative, financial and contractual grants
management component of the Project. S/he develops templates for solicitations
and agreements as well as detailed procedures for the entire grants management
cycle and works closely with grantees to develop their capacity to effectively
manage grants and contracts. This may include developing their financial and
audit systems, capacity for accounting and financial management, cost proposal
development and operations according to USAID rules and regulations. Grants
management procedures will be designed to ensure that NGOs, FBOs and CSOs are
able to manage their grants efficiently and transparently in compliance with
USAID regulations and in support of their technical scopes of work.

Key Duties and Responsibilities:
  • Assist
    technical staff in formulating and negotiating specifications, objectives,
    and scopes of work for grantees.
  • Collaborate
    with technical staff in designing/revising mechanisms to solicit
    applications (if applicable), award grants, negotiate terms of reference,
    and monitor and report on financial activities, as appropriate.
  • Conduct
    workshops in proposal preparation and/or financial monitoring, as
    necessary.
  • Ensure
    the documentation process by which NGOs, FBOs and CSOs are selected for
    awards and notify applicants and other stakeholders of awards granted.
  • Assist
    grantees with the development of work plans, monitoring progress, tracking
    expenses, preparing reports, and facilitating grantees’ compliance with
    the terms of their agreements.
  • Work
    closely with the M&E team to ensure accuracy of results reported
    before funds are released.
  • Monitor
    the grantees by visiting NGO or CSO field activities, as necessary, to
    assess performance and identify areas of weakness that require action on
    the part of the grantee or that require external technical assistance and
    follow up to ensure appropriate action is taken.

Qualifications, Skills
& Experience:
  • The
    applicant should possess a master’s degree in business administration,
    public health, management, or equivalent degree with relevant experience
  • The
    prospective job holder should possess at least seven (7) years’ experience
    in grants management and financial/operational systems is essential,
    experience with performance based contracting strongly preferred.
  • Excellent
    analytical skills and ability to work with complex financial information
  • Ability
    to establish and sustain interpersonal and professional relationships
    with multiple donors, international PVOs and local CBOs
  • Ability
    to determine the responsibility and grant-worthiness of organizations
    through financial statements, audits and other documentation presented in
    a proposal,
  • Significant
    experience working with USAID-supported projects and knowledge of USAID
    regulations and procedure strongly preferred
  • Ability
    to manage a team, initiate and organize work and establish priorities in a
    time-sensitive environment
  • Proficiency
    in English required; and proficiency in local languages desirable
