About CHAU:
Link Up is a global programme designed to integrate Sexual Reproductive
Health and Rights interventions of young people affected by HIV aged between 10
and 24yrs. This global program will be implemented in Bangladesh. Burma,
Burundi, Ethiopia and Uganda The Link Up Project is implemented through a
partnership consortium comprising of The International HIV/AIDS Alliance
(IHAA). Marie Stops International (MSI), Population Council (PC). Stop AIDS
NOW(SAN!) the Global Youth Coalition on HIV/AIDS( GYCA) and The Athena
Network(ATHENA). In Uganda, Link Up Project is implemented by Community Health
Alliance Uganda (CHAU) a local nongovernmental Organization an affiliate with
The International HIV/AIDS Alliance, in close collaboration with the Ministry
of Health. This project will be implemented in 11 districts, namely: Kampala,
Wakiso, Mukono, Kayunga, Nakasangola, Luwero, Mayuge, Iganga, Bugiri,
Namutumba, and Kamuli. 
Job Summary: The Monitoring and Evaluation Manager
will  develop and implement effective
monitoring, evaluation and research systems and procedures for all CHAU
programmes as well as ensuring that program data is properly collected,
documented, analysed, and disseminated through appropriate reports to
management and other stakeholders. This position will also be responsible for
the sale storage and retrieval of program data. 
Key Duties and Responsibilities:
  • Take leadership in
    designing and updating systems and tools for monitonng and evaluation of
    CHAU programs
  • Basing on the approved
    project proposals, identity the data to be collected by CHAU and its
    implementing partners.
  • Liaise with the
    respective officers, monitor the implementation of programs and attainment
    at the targets specified in the CHAU work plans.
  • Develop work plans and
    budgets for M&E activities
  • Evaluate the
    implementation of programs and recommend appropriate actions
  • Carry out Monitoring
    and Evaluation support visits to provide technical support to CHAU and its
    implementing partners in order to boost their M&E systems as may be necessary.
    Design and maintain an effective and up to date organizational data base
    and information management system.
  • Receive and review all
    programme data and reports from implementing partners to review progress
    and challenges and support IPs to address challenges
  • Ensure that all data
    received from CHAU partners is Cleaned, validated and analysed as
    necessary.
  • Provide regular and
    timely feedback to partners on the quality of their reports.
  • Prepare consolidated
    monthly, quarterly and annual reports for CHAU activities and submit them
    to management in a timely manner.
  • Send timely reports to
    donors and other stakeholders using approved fermata.
  • Participate in the
    documentation of lessons learnt and best practices for sharing with
    partners and publication.
  • Coordinate research
    activities undertaken by CHAU
  • Work collaboratively
    with other CHAU partners (such as PC and MSU) on M&E and research
    issues.
  • Support the Advocacy
    Officer to maintain CHAU’s website and upload up to date and approved
    content.
  •  Participate in CHAU’s resource
    mobilisation activities such as by setting indicators for the monitoring
    and evaluation of CHAU programs.
  • Other duties as may be
    assigned periodically.



Qualifications, Skills and Experience:
  • The applicant should
    possess an advanced degree in statistics 
    or demography
  • At least five years in
    a position with similar responsibility
  • Competency in
    documentation, monitoring and evaluation.
  • Good working knowledge
    and understanding in research methodologies
  • Data Management
  • Quantitative and
    qualitative data analysis
  • Advanced computer
    skills (with a thorough knowledge of statistical packages) •
  • Report Writing
  •  Monitoring and Evaluation
  • Good Communication
    Skills
  • Basic Training Skills
