Duty Station: Kampala, Uganda 
Job Purpose: The Finance Officer (Risk Control) will
implement HACT Assurance Plan for programme implementing partners in having a sustainable
improvement in the quality of programme implementation and financial
management; contribute to policy development and capacity building in relation
to internal policies, processes and guidelines to improve the internal control
systems established over cash transfers; Design and facilitate training
programs for staff and implementing partners in cash transfers; Implement
control mechanism and monitor compliance with operational systems and
procedures, which includes undertaking regular visits to zone offices,
districts offices and implementing partner offices; Follow up on policy and
procedures recommendations to ensure they are implemented and deviations
previously identified are not recurring, and advise the office on violations
and proposed mechanisms to deal with such violation.
Qualifications, Skills and Experience:
  • The candidate should possess a university
    degree in Accounting, Finance or Business Administration
  • Seven years of practical professional work
    experience in auditing and/or accounting. 
  • Experience in an international
    organization is desirable.
  • Fluency in English is required, and
    knowledge of another UN Language is an advantage.
