About Us:
Government of Uganda with
support from the World Bank is implementing the Electricity Sector Development
Project (ESDP) The Project will facilitate improvements in power supply to the
South Western region of Uganda by construction of the Kawanda – Masaka 220kV
transmission line together with construction/upgrading of some selected
sub-stations which will be implemented by the Uganda Electricity Transmission
Company Limited (UETCL). The Project will also support several Social
Development Activities being initiated by the Ministry of Energy and Mineral
Development (MEMD). These will include street lighting and lighting of market
places in Masaka Municipality, electrification of peri-urban areas along the
transmission line corridor etc. and will be implemented by the MEMO:
Additionally, the project will provide Technical Assistance which will
interalia: finance :la) a Review of Sector Reforms; (b) the establishment of a
Power Sector Information Center (PSIC); (c) support to the MEMD and the Energy
and Mineral Sector Working Group IEMSWG), and Training and Capacity building
for sector staff at the Ministry and at UETCL.
Job Summary: The Environmental
and Social Safeguard Officer will be responsible for all the environmental and
social issues in regards to the Ministry component of the Project.
Key Duties and Responsibilities:
  • Oversee
    the proper implementation of the environmental and social mitigation
    measures for the Ministry projects.
  • Review
    the Consultant’s proposed environmental mitigation including Safety and
    HIV/AIDS related measures for all the proposed electrical works.
  • Take
    lead and monitor the implementation of the resettlement Action Plan.
  • Manage
    aspects relating to communications and disclosure of land acquisition
    related aspects under the Program
  • Work
    closely with relevant Authorities such as the Office of the Chief
    Government Valuer, the National Environmental Management Authority (NEMA),
    the local authorities and any other relevant institutions to ensure
    adequate Implementation of all environmental and social requirements in
    line with World Bank and Ugandan safeguard policies and laws.
  • Ensure
    ecological and social aspects relating to Land Acquisition and
    Compensation processed comply with set safeguard plans as well as approval
    requirements.
  • Prepare
    consolidated monthly environmental monitoring reports and reports on the
    implementation of mitigation measures by contractors, and quarterly
    progress reports on implementation of land acquisition related activities.
Qualifications, Skills and Experience:
  • The
    candidate should hold a university Degree in Environmental Management’
    Environmental Science.
  • Demonstrated
    experience with community development and land acquisition for project
    development initiatives.
  • Five
    or more years of relevant experience in similar assignments specifically
    in the supervision and reporting of/for donor funded projects.
  • Computer
    literacy skills.
  • Good
    analytical and communication skills.
