About CRS:
CRS is seeking a highly qualified Monitoring and Evaluation technical expert to
provide technical support for a program, funded by the US Department of Labor
(USDOL), to help Ugandan youth develop the skills to secure decent work and to
serve as civic leaders in their communities. The project will target vulnerable
youth ages 15 to 18, promoting education and vocational training and decent
work opportunities for those of appropriate work age. The project will also
seek to enhance livelihoods for youth and their households, support civic
engagement of youth, and encourage youth to take on leadership roles within
their communities. 
Key Duties and Responsibilities:
  • Oversee data management and monitoring
    of progress towards achieving project results in all areas and 
    ensure systematic and regular monitoring of  activities and
    indicators
  • Lead the information collection process,
    data organization and analysis.
  • Lead M&E trainings for project staff
    and beneficiaries, as applicable
  • Develop conceptual frameworks,
    performance indicators, data collection plans, training and capacity
    building plans, impact evaluations, dissemination  plans,
    implementation schedules, and M&E budgets.
  • Lead the learning agenda for the AYEDI
    project and share lessons within the project and with external
    stakeholders.
  • Organize learning exchanges among
    project participants and partner staff.
  • Participate in learning alliances with
    stakeholders working on youth issues.
  • Serve as a project liaison for
    externally-managed evaluations.
  • Determine the M&E information needs
    and information collection mechanisms.
  • Develop, update and disseminate M&E
    tools to project staff and orient them on their application.
  • Prepare and disseminate high quality
    monitoring reports to both internal and external stakeholders in a timely
    manner as required.
Qualifications, Skills and Experience:
  • The job holder should possess a Bachelors
    or Master’s degree in statistics, demographics, public policy,
    international development, economics, or related field. Master’s degree or
    Bachelor plus an advanced certificate in M&E, statistics, or economics
    preferred.
  • Five years of professional experience in
    a senior M&E position responsible for implementing M&E activities
    of international development projects.
  • Demonstrated success in designing,
    implementing, and managing large-scale M&E systems from project
    initiation to closeout stages.
  • Experience designing and managing
    beneficiary monitoring and database systems.
  • Experience in strategic planning and
    performance measurement, including indicator selection, target setting,
    reporting, database management, and  developing M&E
    and/performance monitoring plans
  • Knowledge of major evaluation
    methodologies (e.g., qualitative, quantitative, mixed method, impact and
    participatory approaches) and data collection  and analysis
    methodologies
  • Experience managing and providing
    ongoing training to M&E field officers.
  • Ability to facilitate and serve as a
    project liaison for externally-managed evaluations.
  • Strong writing and editorial skills;
    ability to work under pressure, and possess strong interpersonal and
    intercultural skills for working well with a diverse team.
  • Experience working on USDOL-funded
    projects is a plus.
  • Experience working in Uganda a plus.
  • Excellent written and oral communication
    skills.
  • Language proficiency in Swahili and
    local Ugandan languages is an asset.
