The Uganda Communications Commission (UCC) is according
to its website “the regulator of the communications
industry in Uganda.” Among the responsibilities of the UCC
are licensing, regulation, infrastructure development and
attention to rural communication service. 
Job Summary: The Quality
Assurance Officer will conduct investigations leading to the assessment of
compliance of telecom service providers to standards set by the
Commission. 
Key Duties and Responsibilities:
  • Conduct quality of service measurements
    leading to the assessment of compliance of telecom service providers in
    line with the Quality of Service framework as set by UCC;
  • Carry out activities for type approval or
    type acceptance of telecom equipment in line with the equipment conformity
    framework and the type approval regulations;
  • Carry out maintenance and calibration of
    monitoring and test equipment to ensure its functionality in line with the
    relevant frameworks and to periodically report on the condition of the
    equipment in line with the unit policies;
  • Prepare and submit reports on quality of
    service measurements in line with the unit policies;
  • Prepare and submit reports on type
    approval assessments in line with the unit policies;
  • Contribute to the UCC budgeting process by
    proposing any necessary additional equipment or upgrades of existent
    equipment for procurement by UCC; and 
  • Develop and maintain databases and filing
    systems on all activities of the unit in line with the unit
    policies. 
Qualifications, Skills and
Experience:
  • The candidate should possess a Bachelor’s
    Degree in Telecommunications from a recognized Institute or
    University. 
  • At least two (2) years of experience in
    handling  telecommunications equipment;
  • Proficiency in the use of
    telecommunications equipment; and
  • Excellent analytical, report writing and
    interpersonal skills;
  • Should be a team player and self driven.
