Job Summary: The
Projects Engineer –Monitoring will manage the timely review, evaluation,
processing of project applications, conduct effective monitoring and evaluation
of project at development and operational stage and promote investment in
generation within the electricity sector.
Key Duties and Responsibilities:
  • Develop, review and update the guidelines
    for permit and license application and approval process for adequacy and
    recommend any possible changes to improve the efficiency of permit and
    license approval and award process.
  • Lead the technical review and the overall
    processing of new permit and permit extensions applications and make
    appropriate recommendation to Manager Project Planning and Development.
  • Lead the technical review and Participate
    in the overall processing of new license and license extension/amendments
    applications and make appropriate recommendation to Manager Project
    Planning and Development.
  • Develop, review and update guidelines,
    schedules and feasibility study standard quarterly and final report format
    for projects at permit stage to enhance efficiency, adequacy of the
    outputs and value for money.
  • Develop, review and update guidelines,
    schedules and standard quarterly report format for projects at license
    stage to enhance efficiency, adequacy of the outputs and value for money.
  • Conduct quarterly and annual On-site and
    off-site monitoring of progress of implementation for project both at
    permit and licensing stage and prepare status and monitoring reports
    detailing progress and quality of feasibility study during permit stage
    and construction activities during the license development stage of
    electricity projects.
  • Publish on annual basis a booklet on
    investment opportunities to promote investment in renewable energy and
    other alternative sources of electricity profiling potential project sites
    available for the different alternative resources in Uganda.
  • Develop and manage a monitoring framework
    and create and maintain an electronic database to enable proper and timely
    monitoring of all on-going projects both at permit and license stage.
  • Advise Management on demand and supply
    issues based on the current generation installed capacity, licensed and
    feasibility study-stage projects.
  • Conduct site verifications and any other
    project site meetings as need arises.
  • Ensure that resources (financial +
    physical assets) entrusted to you are utilized in a prudent and
    transparent manner.
  • Participate in the development of work
    plans and budgets for the Section
  • Carry out any other duties assigned by the
    Manager – Planning and Development from time to time.
Qualifications, Skills and
Experience:
  • The applicant should possess an Honors
    Degree in Civil or Electrical Engineering with a bias in Electric Power
    Systems or Power Generation Plants is a mandatory requirement.
  • Post Graduate training in Project Planning
    & Management would be an added advantage
  • Must be registered/ eligible for
    registration with Uganda Engineers Registration Board.
  • The applicant must have a minimum of 3
    years relevant working experience in the Electricity Supply Industry in
    Uganda.
Personal Competencies:
Analytical skills, Project Management skills, Monitoring and Evaluation Skills,
Communication and networking, Proven integrity, Excellent Interpersonal Skills
and Computer literacy i.e. proficiency in specialized engineering computer software
Age: Less than 40 years
