Global Pulse is an innovation initiative in the Executive Office of the
United Nations Secretary-General, harnessing today’s new world of digital data
and real-time analytics to gain a better understanding of changes in human
well-being. Global Pulse hopes to contribute a future in which access to better
information sooner makes it possible to keep international development on
track, protect the world’s most vulnerable populations, and strengthen
resilience to global shocks. 
 Global Pulse is being implemented as a global network of Pulse
Labs, bringing together expertise from UN agencies, governments, academia, and
the private sector to research, develop, test and share tools and approaches
for harnessing real-time data for more effective and efficient policy action.
Global Pulse is establishing a Pulse Lab in Kampala in 2013. Pulse Lab
Kampala will function as an open innovation space where policy experts together
with UN development practitioners and other partners can experiment with new
types of data and emerging technologies and evaluate their potential to enhance
both public policy decision-making and community resilience.  Following
the development of useful approaches, Pulse Lab Kampala will support
institutional adoption of these innovations into policy and practice.
Key Duties and Responsibilities:
  • The job holder will support the management
    of project budget in relation to operational expenses;
  • Co-ordinate with other UN finance and
    budget staff on related issues during preparation of budget reports;
  • Manage administrative and human resource
    processes according to UN rules and regulations
  • Coordinate recruitment and staff
    administration in collaboration with appropriate UN partners;
  • Ensure that the office premises meet UN
    security requirements;
  • Contracts administration including supporting
    the process for the identification, selection, supervision and payment of
    appropriate vendors;
  • Asset management including ensuring the
    safekeeping of office property, annual physical inventory, preparing
    reports and cost analysis, and recommending replacement/disposal of
    equipment and supplies;
  • General office management, including
    cleaning services and the procurement, maintenance and repair of equipment
    and supplies;
  • Support the planning and execution of two
    large annual events;
  • Undertakes all administrative arrangements
    for meetings, workshops, seminars and visitors;
  • Support with protocol matters and travel
    arrangements (i.e. airline tickets, visas, hotels, daily subsistence
    allowance)
  • Ensure compliance with all UN Rules and
    Regulations regarding operational systems and procedures, and establish
    relevant internal controls.
Qualifications, Skills and
Experience:
  • The applicant should hold a Degree in
    business, finance, accounting, administration or related discipline or a
    combination of a high school certificate and ten years relevant experience
    may be accepted.
  • At least five years experience in
    administrative and office operational support roles;
  • At least two years experience managing
    office operations;
  • United Nations UN experience will be
    highly desirable.
Language Requirements:
  • Fluency in both written and spoken
    English;
  • Knowledge of a language widely spoken in
    Uganda is required.

    database management, etc;
  • Ability to apply knowledge of various
    United Nations administrative, financial and human resources rules and

Functional Competencies:
  • Working knowledge of United Nations Rules
    and Regulations relating to procurement and administration;
  • Ability to perform work of confidential
    nature and handle a large volume of work;
  • Good knowledge of administrative rules and
    regulations;
  • Strong IT skills, knowledge of ATLAS;
  • Ability to provide input to business
    processes re-engineering, implementation of new systems;
  • Ability to supervise and train support
    staff;
  • Leadership and Self-Management;
  • Excellent computer skills (including
    finance and administration systems);
  • Ability to maintain a variety of complex
    records and to prepare reports from such records;
  • Excellent communication, documentation and
    presentation skills;
  • Experience managing contracts with
    consultants and vendors.
