ERA Engineering Career Jobs – Manager Technical Compliance Monitoring

Job Summary: The Manager
Technical Compliance Monitoring will develop and implement policies, programs,
frameworks and practices to ensure that all licensees are in technical
compliance with regulatory requirements.
Key Duties and Responsibilities:
  • Support the development and implementation
    of amendments to policies, strategies and legislations for the regulation
    of electricity generation, transmission and distribution.
  • Develop, review and update ERA performance
    codes, Codes of practice and standards for adequacy and recommend changes
    that will impact on the compliance enforcement and monitoring to enhance
    reliability, increase power supply quality, and ensure adequate and timely
    maintenance and the validation power system operations.
  • Develop and implement a frameworks and an
    annual risk driven Licensee compliance monitoring plan to enforce,
    coordinate and monitor compliance of all licensees (including Grid Code
    committee activities) with regulatory requirements and benchmark them with
    national, regional and international similar operators.
  • Lead in conducting appraisals required for
    system reliability, establishing level of non-compliance when necessary,
    providing input for determining penalties, verifies mitigation plans,
    participates field investigations, dispute resolution and prepare reports
    and findings.
  • Contribute to the Licensee Compliance
    Strategy in line with the identified priorities in the Strategic and
    Business Plans.
  • Play a lead role in the periodic review of
    Licensees performance targets.
  • Develop an annual risk driven Licensee
    compliance monitoring plan.
  • Prepare quarterly and annual compliance
    reports and presentations on activities, findings and needs of the
    compliance program for presentation to Management.
  • Communicate compliance monitoring
    framework, plans, program, reports and field finding requirements to
    licensees through letters and informational meetings to enhance their
    compliance.
  • Advise the Director Technical Regulation
    on the development/revision of standards for investment and on
    prescription of minimum performance targets for Licensees.
  • Develop Demand Side Management Strategy,
    monitor its implementation, and generate a database on performance
    benchmarks that enhances production, increases operation efficiency and
    customer’s awareness.
  • Develop a framework to enforce efficient
    and correct meter specifications, meter testing and accurate billing for
    all customer
  • Develop, review and update the annual loss
    reduction strategy and loss targets for all transmission and distribution
    licenses and monitor their respective implementation to improve the operational
    efficiency of all licensees .
  • Prepare the units budget and participate
    in the preparation of the departmental budget, its implementation and
    proper monitoring to ensure cost control.
  • Prepare the units procurement plan and
    participate in the preparation of the departmental procurement plan.
  • Provide technical input to the ERA
    Consumer Complaints and Sensitization activities
  • Ensure prudent & transparent
    utilization of resources disbursed to you in the execution of your duties.
  • Represent the Authority in stakeholders
    meeting and various national, regional and international workshops and
    conferences as need arises
  • Any other duties as may be assigned by the
    Director Technical Regulation or Management.

Qualifications, Skills and
Experience:
  • The applicant should hold an Honours
    Bachelor’s Degree in Electrical Engineering is a mandatory requirement.
  • A Master’s Degree in a relevant
    Engineering field is required.
  • Post Graduate training in Project Planning
    & Management would be an added advantage
  • Must be registered / eligible for
    registration with Uganda Engineers Registration Board.]
  • The applicant must have a minimum of 5
    years relevant working experience in the Electricity Supply Industry in
    Uganda.
  • Possession of a valid driving permit will
    be an added advantage
Personal Competencies: Analytical
skills, Capacity building skills, Communication and networking, Proven
integrity, Interpersonal skills and Computer literacy i.e. proficiency in specialized
engineering computer software
Age: Less than 45 years
