USAID Project Jobs – Finance and Compliance Specialist at Stop Malaria Project (SMP)

Organisation: Stop Malaria Project (SMP)
Duty Station: Kampala with support to all the LLIN Distribution Districts in Uganda
Reports to: Finance Manager

Job Summary: This position will specifically support JHU-CCP through its Stop Malaria Project (SMP) project to give financial oversight to support the upcoming Ministry of Health mass universal Long Lasting Insecticide Treated Net Distribution exercise. The primary responsibility of this position is to support the Finance Department at JHU-CCP and to achieve the following objectives:
  • Effective and accurate financial resources management and oversight
  • Implementation of operational strategies and procedures
  • Projects’ budgets management and organization
  • Close financial monitoring of stakeholder transactions related to the net distribution
  • Procurement Support

Key Duties and Responsibilities:
1.      Ensure effective and accurate financial resources management and oversight
  • Maintaining and ensuring internal controls over all financial processes are adhered in order to ensure the most efficient
  • Efficient funding flow between relevant stakeholders of the net distribution and JHU-CCP
  • Ensuring that transactions related to the net distribution are conducted in accordance with existing policies and procedures
  • Maintain multi-directional communication at all times with relevant stakeholders of the net distribution activity
  • Conducting routine audits of documentation, processes and procedures to reduce JHU-CCP’s liability with large financial transactions
  • Routinely keeping the COP and FM abreast of all issues, potential and actual, that arise from net distribution transactions and interactions with stakeholders
2. Implementation of operational strategies and procedures
  • Provide guidance and capacity building of Ministry of Health, partners and sub recipients related to processing transactions to a standard that is acceptable by JHU-CCP
  • Review partner invoices, receipts, accountabilities monthly for adherence to their documented policies and procedures as well as overall compliance with the award and USAID regulations
3.  Projects’ budgets management and organization
  • Facilitate timely submission of quality financial reports to JHU-CCP on an ongoing basis
  • Act as a coordinator between the finance and program teams to ensure that the teams are always working with current budget vs. actual (Variance) information for sound expense monitoring
4. Close financial monitoring of stakeholder transactions related to the net distribution
  • Monitor stakeholder transactions as to the accuracy of financial information and safeguards to eliminate fraud
  • Ensure regular audits of stakeholder transactions
  • Ensure continuous support for the financial staff of stakeholder organizations
5. Procurement support
  • Review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
  • Participate in the negotiation of contract terms on a range of procurements and monitor delivery of exact specifications
  • Support the procurement systems regarding tendering,
    evaluation, award of contracts and procurement o Coordinate formal bids and request for proposal (RFP/ Qs)
  • Review and assist in the development of specifications, terms and schedules and the different procurement process forms
    Prepare specifications, compare bids received and present recommendations on purchases to management
    Adhere to all JHU-CCP required procurement budgets, JHU-CCP and donor purchasing guidelines, policies and controls on procurement
    Solicit and negotiate competitive pricing from vendors
  • Drive continuous improvement in all aspects of the
    procurement process
  • Maintain procurement files and other documentations

Qualifications, Skills and Experience:
  • The applicant should possess an advanced (Masters) University Degree in Finance/ Accounting;
  • Ten or more years of experience in Finance on a US government funded project required;
  • Certified project management skills a plus.
  • Possess a good track record of being a person of high integrity with handling large financial transactions and in situations where temptation is overwhelming;
  • Must have a keen eye when reviewing documentation or discussing issues pertaining to the net distribution for anything that violates compliance with the US federal regulations and the terms of the cooperative agreement;
  • Well versed with A-133 audit requirements for international and foreign NGOs;
  • Ability to speak and write excellent standard English and express complex financial and compliance topics to stakeholders of varying degrees of financial competency;
  • Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis and reporting;
  • Possess a minimum intermediate skill set in using Microsoft Word, Excel and PowerPoint, Quickbooks and command of a PC;
  • Ability to review scopes of work/specifications and ensure a solid procurement process in application and via the supporting documentation from inception to close-out for any procurement;
  • Significant experience managing the work of sub recipients and building their capacity with federal regulations and basic accounting concepts;
  • Excellent command of Generally Accepted Accounting and Auditing Principles and laws, rules and regulations related to accounting;
  • Candidate must be extremely knowledgeable with financial management.
    Must be conversant with USAID/US government federal regulations and have sound command in practical application of financial management;
  • Highly detail-oriented, a quick-study, organized and able to multi­task.
