Job
Summary:
The Design,
Monitoring and Evaluation Specialist will offer technical support in the
Design, monitoring and Evaluation for a proposed US Department of Labor (USDOL) program to help Ugandan youth develop the skills to secure decent work
and to serve as civic leaders in their communities. The design monitoring and
evaluation specialist supports the implementation of the M&E strategy and
systems and ensuring that staff have the capacity to implement them. The
Specialist plays a role in establishing and promoting programme quality and
innovation. The person is responsible for ensuring that all projects in the
programme area are continually monitored and that lessons are documented and
communicated to inform on-going implementation and future programming.



Qualifications,
Skills and Experience
:
  • The
    applicant should have five years professional experience in a senior
    M&E position responsible for implementing M&E activities of
    international
    development projects.
  • The
    applicant should hold a Bachelors or Master’s degree in statistics,
    demographics, public policy, international development, economics, or
    related field.
  • A
    Master’s degree or Bachelor plus an advanced certificate in M&E,
    statistics, or economics preferred.
  • Demonstrated
    success in designing, implementing, and operating project M&E systems
    from project initiation to closeout stages.
  • Experience
    designing and managing beneficiary monitoring and database systems.
  • Experience
    in strategic planning and performance measurement, including indicator
    selection, target setting, reporting, database management, and developing
    M&E and/performance monitoring plans.
  • Knowledge
    of the major evaluation methodologies (e.g. qualitative, quantitative,
    mixed method, and impact) and data collection and analysis methodologies.
  • Experience
    in planning and managing surveys.
  • Experience
    developing and refining data collection tools.
  • Experience
    with data quality assessments and oversight.
  • Experience
    managing and providing ongoing training to M&E field officers.
  • Ability
    to facilitate and serve as a project liaison for externally managed
    evaluations.
    General specifications applicable to all positions;
  • Experience
    of working with local partners and District Local Government in Child
    Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection
    is an added advantage.
  • Strong
    analytical skills and strategic planning abilities.
  • Ability
    to establish and maintain conducive collegial relations and perform effectively
    as a member of a team.
  • Willingness
    to travel and work in hard-to-reach areas, occasionally under strenuous
    conditions.
  • Computer
    literacy skills and excellent documentation skills are a must.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
  • Highly
    developed cultural awareness and ability to work well in aninternational
    environment with people from diverse backgrounds and cultures
  • Ability
    to intervene with crisis management or troubleshooting as necessary.
  • Highly
    developed interpersonal and communication skills including influencing, negotiation
    and coaching
  • Excellent
    time management and planning capacity
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
