Job Summary:  The Deputy Country Director assists the
Country Director in providing overall management to Samaritan’s Purse (SP)
activities in Uganda, including program management and development, M&E and
program reporting, staff management and team-building, strategic vision-casting
and maintaining strong donor/government relations. This position requires
commitment to, understanding of and compliance with Samaritan’s Purse Mission
and Statement of Faith as well as all other SP related polices. The job holder
will be responsible, at the discretion of the Country Director, for regular
program reporting to government, donors, SP Affiliate Offices and International
Headquarters (IHQ). The DCD will be expected to attend/lead devotions and be an
example to others through their faith and walk with God. This position will be
based in Kampala but may travel up to 50% of the time to SP Uganda field sites.
Key Duties and Responsibilities:
1. Staff Management & Administration:
  • Direct line senior management
    of all National Program Managers and Program Development Manager.
  • Conduct appraisals and
    encourage professional development for all direct reports, addressing
    underperformance, rewarding success, identifying growth targets and
    mentoring staff to success.
  • Maintain accurate and
    up-to-date HR and administrative records for all supervised staff and
    programs.
2. Program Management and Development:
  • Work closely with direct
    reports to build capacity and improve programming through the development
    and maintenance of robust and relevant M&E systems.
  • Work closely with direct
    reports to build capacity and improve the technical quality of programming
    encouraging the use of innovative and creative approaches to identify
    affective evidence based program models.
  • Ensure all programs are
    conducted in accordance with agreed work plans and budgets; maintaining
    adherence to SP, donor and statutory guidelines and policies.
  • Work collaboratively with
    direct reports to develop and set up new projects in line with SP’s
    in-country strategy and available opportunities, liaising with IHQ
    technical staff where necessary.
  • Assist the Country Director in
    ensuring all reporting to IHQ, SP Affiliate Offices, government and donors
    is timely, accurate, appropriate and of the highest quality so as to
    continue strengthening programs partnerships.
  • Assist the Country Director in
    strategic development of the country program.
3. Program Management and Development:
  • Provide professional
    representation of SP at meetings with government, donor and civil society
    partners, actively and strategically engaging with stake holders to
    increase support and publicity for SP Programming.
  • Assist the Country Director in
    oversight of day to day operations, including hosting teams and visitors
    in both Kampala and field sites.
  • Assist the Country Director in
    fostering spiritual support, encouragement and growth among all staff.
  • Demonstrate exemplary
    Christian servant leadership in all aspects of work and relationships.
  • Attend daily morning devotions
    and participate in prayer support for the ministry, its donors and
    volunteers.
  • Maintain a strong Christian
    witness to colleagues, vendors, charitable beneficiaries, and the general
    public.
  • Assess, manage, and report
    critical physical, emotional, or spiritual concerns of supervised staff. 
Qualifications, Skills and Experience:
  • The
    applicant should hold a Master’s degree or equivalent; or two to four
    years related experience and/or training; or equivalent combination of
    education and experience.
  • One year
    of college-level Biblical studies preferred.
  • Demonstrated
    ability to support overall vision and leadership.
  • Demonstrated
    senior management experience in a developing country.
  • Experience
    in and firm understanding of project/grant cycle management.
  • Experience
    leading multi-cultural teams and experience with innovative approaches to
    management.
  • Willingness
    to travel in and out of field.
  • Practical,
    quick, reasoning skills; must be able to keep communication lines open
    with all parties in program of scheduling changes.
  • Clear
    understanding of the workings of major donors and their perspectives,
    requirements and standards. 
  • Organizational and time management skills.
  • Good
    interpersonal and written oral communication skills.
  • Ability to
    coordinate activities with other agencies, build and maintain positive
    working relationships.
  • Maintains
    a personal relationship with Jesus Christ. Is a consistent witness for
    Jesus Christ.
