Goal:
The goal of this program is
to contribute to improvements in the quality, availability and accessibility of
health services by increasing citizens’ knowledge and voice; increasing
community participation in health service delivery planning and improvements;
and fostering cooperation among civil society actors on issues of common
benefit in order to strengthen the sector over the long term. The key program
objectives are to:

- Ensure
that communities in selected districts can identify and articulate their
needs and demand quality services; - Ensure
that the Civil Society Organizations (CSOs) develop effective advocacy
initiatives, and are able to represent the communities’ demands for
better quality services; and - Build
the technical and operational capacity of the CSOs to qualify them as
potential direct recipients of future USAID funding.

Duties and Responsibilities:
- Give
input in the development of annual work plans to ensure that
organizational development (OD) capacity building is adequately integrated
into the work plan and budget. - Lead
the design, development, and delivery of OD capacity building
strategies, including roll-out plans, on-the-job training systems, and
supervisory systems at the community level. - Design
and lead assessment efforts to determine unique OD needs of CSOs and
partners, including conducting field visits as needed to ensure in-depth
understanding of market, individual/local needs and training is aligned
with market/customer needs. - Design
tailored capacity building interventions, based on the unique needs
identified for each partner and understanding of the operating context, to
improve quality, efficiency and sustainability of civil society and
communities. - Develop
detailed training curricula and supporting materials for specific
organizational development needs and ensure that curricula support all
program technical objectives. - Provide
technical assistance in a way that promotes the adoption and sustainable
use of tools and approaches. This includes building client awareness
of current OD gaps and tools to fill those gaps, and providing training on
effective use of these tools - Apply
adult learning and instructional design principles when developing
training programs and materials and ensure that appropriate instructional
support (e.g., instructor-led, web-based, learning aids, etc.) exists. - Recruit,
prepare, and monitor the performance of local trainers. - Travel
to communities across the country to supervise the implementation of OD
training, monitor performance, and implement improvements as needed. - Develop
pre- and post-training evaluation tools to measure change and change
effectiveness. - Maintain
and communicate OD best practices, benchmarking, state-of-the art
technology, and field needs - Monitor
and Evaluate capacity building activities in collaboration with the
Monitoring and Evaluation Specialist.
Qualifications,
Skills and Experience:
Skills and Experience:
- The
candidates should possess a Masters’ degree or higher in Economics,
Development Planning or related field; - Five
or more years experience and skills in Organizational Development. - Demonstrated
experience providing advisory services in the area of capacity
development; - Demonstrated
ability to design capacity building strategies based on clear needs
identification and understanding of the operating context, and experience
of working with CSOs, with national or local governments shall also be
useful; - Proven
experience in development of interventions to improve quality, efficiency
and sustainability of civil society and communities in Uganda or other
regional countries is desirable. - Demonstrated
ability to provide technical assistance, one-on-one mentoring, and small
group training sessions is desirable; - Demonstrated
knowledge and experience in planning and program/project management for
Government/donor initiatives is essential; - Familiarity
with Public expenditure management and accountability; - Proven
ability to work with and manage a diverse international team and proven
record of excellent management, leadership, decision-making, and
interpersonal skills; - Sound
understanding and capability to empower and develop the capacity of others
at both national and sub-national level; - Demonstrated
ability to address rights (women, children, youth and other vulnerable
groups) in the design/delivery of influencing work is preferred; - Highly
developed planning, organizational, and interpersonal skills; - Knowledge
of USAID financial management and reporting requirements is highly
desirable; - Excellent
representational and communication skills, written and oral proficiency in
English, and verbal communication skills in one or more local languages. - Knowledge
of Microsoft software packages: Word, Excel, PowerPoint, Outlook. - Experience
with learning technology tools such as Adobe Flash, Raindance, Webex,
Acrobat, JavaScript, Dreamweaver, and Photoshop. - Ability to
travel up to 25% of the time.
