About MSU:
Marie Stopes Uganda (MSU) is a marketing-focused, results-oriented
social business that uses modem management and marketing techniques to provide
family planning and reproductive healthcare across every district of Uganda. We
aim to contribute 15 points to Uganda’s contraceptive prevalence rate by 2015
saving and improving many thousands of Ugandan lives. MSU has 25% of the market
share in modem contraceptives and, In 2010/2011, safely delivered 50,000 babies
and contributed 4 points to Uganda’s contraceptive prevalence rate. MSU has
enjoyed 20% year on year growth since 2007 MSU is part of a global network,
Marie Stopes International (MSI), and subscribes to MSI goal and mission, to prevent
unwanted births and to ensure individual’s rights to Children by Choice not
Chance.
Key Duties and Responsibilities:
1.      Improve
communication and Coordination:
  • Strengthen coordination across the
    function, ensuring that research and M&E support to clients within MSU
    is aligned with organisational priorities. Key clients include the
    Operations team and USAID project managers, as well as the social
    marketing and social franchise teams.
  • Ensure that quick, responsive and high
    quality support is provided to key clients.
  • Ensure that the work of the new MIS and
    Innovation function is well integrated within the RM&E team.
  • Ensure that there is clear functional
    separation within the R,M&E team for both research and M&E,
    drawing up appropriate job frameworks which delineate between the
    respective roles and duties of team members.
  • Liaise proactively with Marie Stopes
    International’s Regional Research Manager to ensure that MSI best practise
    informs the MSU’s work and that there is good information flow between MSI
    and MSU.
  • Represent the team internally and
    externally at stakeholder forums
2. Ensure the provision of high quality project M&E and Research Support:
  • Create an M&E plan for M5J drawing
    together indicators across multiple projects to inform high level decision
    making and strategy development
  • Develop wee budgeted and realistic M&E
    components for MSU concept notes and proposals
  • Develop log frames, performance monitoring
    plans and M&E frameworks, with effective and clearly defined
    indicators aligned to MSU’s strategic objectives and donor requirements,
    such as USAID.
  • Create usable M&E tools for monitoring
    and evaluating programme activities
  • Proactively monitor performance vs.
    indicators in conjunction with the relevant project managers
  • Design and manage project baselines and
    evaluations
  • Provide high quality and timely updates
    for project reporting purposes
  • Ensure compliance with M&E donor
    requirements, in particular USAID.
  • Build close working relationship with
    UMEMS.
3. Provide and facilitate the provision of Research technical support to
MSU team members:
  • In liaison with the Operations Director
    and Private sector partnership Director, ensure that timely action
    research is undertaken which serves MSU’s organisational objectives and
    improves MSU programming.
  • Ensure that the R,M&E team is able to
    deliver high quality research projects in accordance with well designed,
    realistically budgeted protocols
  • Ensure clear and user friendly
    dissemination of research reports and findings to key internal and external
    stakeholders through verbal presentations, publications and abstracts,
  • Translate findings into practical lessons,
    actionable insights and recommendations for MSU colleagues to rapidly
    improve their programming
  • Ensure that capacity development approaches
    are strategic and build the long-term sustainability of research teams)
    Ensure that stakeholder national and international strategies are
    monitored and that connections with MSU’s programme results are
    disseminated to SMT, to assist MSU’s external relations activities and
    inform evolving strategy. 
Qualifications, Skills, and
Experience:
  • The Monitoring and Evaluation Manager
    should possess a University Degree in research, Public Health or related
    discipline
  • A minimum of at least six (6) years experience
    in an NGO setting preferred
  • Previous experience working in the health
    sector is an added advantage
  • Experience Monitoring & Evaluating
    donor projects
  • Experience in Reproductive Health
  • Experience in USAID-funded projects
    Desired skills, abilities
  • Knowledge of Clinical Health, Family
    Planning, Community Outreach and Social Marketing desirable
  • Demonstrated  technical oral, written, and editing
    abilities
  • Quantitative and qualitative research
    skills
  • Extensive working knowledge of Microsoft
    Office
  • Ability to work well with others in team environments
  • Able to work in deadline driven/results
    orientated atmospheres
  • Strong people management skills
  • Able to multi-task and efficiently manage
    competing priorities

    leadership personality, and able to take on and solve problems quickly and
