The World Food Programme (WFP) is the world’s largest humanitarian
agency, fighting hunger worldwide. WFP is committed to ensuring children, women
and other vulnerable groups have access to appropriate nutrition.  It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely, Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Purchase for Progress (P4P)/ Agriculture & Market Support (AMS). WFP has operations in various parts of the Country.

Key Duties and Responsibilities :
  • Oversee the effective implementation of
    planned nutrition activities (including Community Based Supplementary
    Feeding and Mother & Child Health and Nutrition) in the field in
    support of Nutrition Programme Officers at the decentralised level;
  • Advise the Head of Programme and Country
    Office management on implementation of the Management Plan 2013-2014 and
    on the application of the strategic results framework and associated
    monitoring and evaluation requirements as relates to nutrition activities;
  • Assist Country Office in project
    implementation for scaling up evidence-based nutrition activities to
    address the needs of the most vulnerable groups; this could include pilots
    of innovative approaches which have the potential to be initiated or
    scaled up, in close consultation with WFP Headquarters/Regional Bureau,
    government and relevant partners;
  • Work closely with the Ministry of Health,
    lead the Country Office in the launch and implementation of a home
    fortification (micronutrient powders) pilot programme in selected
    districts;
  • Liaise with UNICEF, WHO, FAO and other key
    nutrition stakeholders to ensure a multi-sectorial response to under-nutrition
    is implemented;
  • Ensure programmes are compliant with WFP
    policies, criteria and procedures with regard to food and nutrition;
  • Assist Country Office in its coordination
    with government, UN agencies and other actors for elaboration of national
    policies and programmes for child malnutrition through a multi-sectorial
    approach;
  • Advocate for nutrition interventions to
    donors, governments and other actors;
  • Represent WFP at international, regional
    or national technical meetings on nutrition, food security and health
    activities;
  • Provide technical backstopping for Country
    Office and Field Offices namely to the various health/nutrition focal
    points of the sub-offices to harmonise nutrition activities across the
    field offices at Country Office level;
  • Support strengthening nutrition capacity
    among staff of WFP and its partners, including governments;
  • Provide nutrition technical inputs into
    other divisions within the Country Office including donor relations and
    communications;
  • Supervise staff and perform other duties
    as required. 
Qualifications, Skills and
Experience:
  • The candidate should posses a university
    degree, preferably at the advanced level, in Nutrition, International
    Health & Nutrition, Public Health & Nutrition Policy and
    Management, Family Health & Nutrition, Food Security, Food Technology
    or other related fields.
  • A minimum of at least five years (two of
    which international) of postgraduate progressively responsible
    professional experience in nutrition, public health management,
    development projects, emergency assistance and/or operational aspects of
    national, bilateral or multilateral food assistance, with a strong
    preference for significant experience working in humanitarian and
    development nutrition programmes;
  • Experience in planning and/or managing
    nutrition programmes including treatment as well as prevention and
    micronutrient programmes;
  • Experience in programming of food
    assistance and nutrition in emergency, protracted relief and recovery
    and/or development contexts;
  • Experience with nutrition survey
    methodologies, nutrition assessment and relevant data analysis, including
    SMART nutrition surveys;
  • Previous in-country/international working
    experience;
  • Food security and multi-sector programme
    knowledge and experience are desirable.
  • Knowledge of nutrition and recent
    developments in the field;
  • Knowledge of research methods and
    monitoring and evaluation standards;
  • Good understanding of donor policies,
    strategies, and programme priorities;
  • In-depth knowledge of relevant field of
    specialization (nutrition, public health, development or other);
  • Proficiency in MS Office (Word, Excel,
    Powerpoint, Outlook) and nutrition/ public health software (i.e. EPI
    INFO);
  • General knowledge of UN system policies,
    rules, regulations and procedures governing administration is highly
    desirable;
  • Conversant with quantitative and
    qualitative health/nutrition survey techniques is an added value.

  • Excellent written and oral communications
    and presentation skills;
  • Strong analytical and negotiation skills;
  • Resourcefulness, initiative, maturity of
    judgment and tact;
  • Ability to establish priorities and to
    plan, coordinate and monitor own work plan and those under supervision;
  • Demonstrated ability to develop and
    maintain effective work relationships with counterparts and staff within
    the office, host population, donors, NGOs and other UN agencies;
  • Ability to work in a team, and establish
    effective working relations with persons of different national and
    cultural backgrounds.
  • Language:
  • Working knowledge (proficiency/level C) of
    English and intermediate knowledge (level B) of another UN official
    language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one
    of WFP’s working languages);
  • Language:
    Knowledge of French or Spanish is desirable.
