About
NRC:
The Norwegian Refugee
Council (NRC) has been operational in Northern Uganda since 1997 providing
assistance to IDPs, refugees and returnees. The prevailing stability in
Northern Uganda has enabled over 98% of former IDPs to return. As a result NRC
has been phasing out operations in Uganda since 2009. As part of its exit
strategy, NRC has secured funding from the Norwegian Ministry of Foreign
Affairs through the Royal Norwegian Embassy in Kampala to Consolidate School
Infrastructure in hard to reach ALP operational areas in Acholi sub region. The
12 months project will entail construction of classrooms, latrines and teachers
houses in Acholi sub region between September 2013 and August 2014.
Job
Summary:
The Project
Coordinator will ensure all construction works are executed in good time, on
budget and in good technical quality.
Key
Duties and Responsibilities:
1.     
Project
Management:
·        
Establishment
and maintenance of the project Blue File throughout the duration of the
project:
·        
Development
and submission for approval, and subsequently updating and maintaining, the
project implementation plan;
·        
Management
of project commitments, ensuring effective application of project management
tools, and monitoring achievement of results and other benchmarks;
·        
Management
of contractor performance. as well as full compliance to the terms of contract,
and provision of substantial advice to overcome constraints:
·        
Ensuring
financial and substantive monitoring and evaluation of the project, against approved
milestones and targets;
·        
Provision
of advice on strategies, policies and plans affecting the project and compliance
with the project agreement:
·        
Constant
monitoring and analyzing of the work environment, making quick readjustment of
operations, and advising on legal considerations and risk assessments:
·        
Smooth
coordination with district local government authorities, school management
committees and other agencies on construction activities.
2.    
Monitoring
and Reporting:
·        
Conducting
periodic reporting to Senior Management Team. including financial status
reports on commitments and disbursements 
of monthly, quarterly and annual reports (Including resources’
allocation and project performance). the project completion report, and
evaluation repot
·        
Development
and operation of a quantitative and qualitative Project Performance Monitoring
System (PPMS) to monitor and evaluate the performance of the project in
relation to its goals, purposes, outputs and timelines;
3.    
Technical
Advisory:
·        
Follow
up each of the contractor progress to ensure compliance in line with the contractor
management guidelines.
·        
In
consultation with the team, review protect designs, conduct field assessment,
generate technical drawings and specifications: to provide more cost-effective
solutions;
·        
Monitor
and Inspect construction activities at sites, and review the performance of
contractors based on site visits and reports from project officers.
·        
Issuing
of site introductions, variation orders, provisional sum orders and day work
orders, as appropriate.
·        
Verify
and approve interim and completion certificates.
·        
Review
contract claims, analyze and recommend and facilitate any arbitration.
4.    
Human
Resources Management
·        
Management
and supervision of the work of project team including project officers and
assistants working in the different project districts.
·        
Management
of the delegation of responsibilities among the project team and assessment of
the staff performance as per established HR procedures.
5.    
Financial
Resources Management
  • Ensuring
    stun compliance with financial procedures, review of budget requirements
    ants the consistent application of rules and regulations:
  • Proper
    planning and expenditures tracking in accordance with NRC Financial Rules
    and Regulations:
  • Timely
    monitoring of monthly financial reports for all activities and
    transactions, and ensuring that the burn rate is in accordance with the
    project budget and forecasts.
     
Qualifications,
Skills and Experience:
  • The
    Applicants should hold a University Degree in education, social sciences,
    economics, law, construction management or a relevant field
  • Proven
    contract management experience and skills is a must
  • A
    minimum of five  years of relevant
    experience in successfully managing protects, including construction
    activities in challenging environments:
  • Previous
    experience within a conflict and post-conflict zone setting:
  • Previous
    monitoring and evaluation experience is essential:
  • Knowledge
    of humanitarian organisations’ rules and regulations roan advantage:
  • Previous
    expedence in Acholi sub region is an advantage:
  • Experience
    in use of AutoCAD software is desirable.

    able and willing to travel to visit project sites when required; Languages
  • Excellent
    knowledge of English including writing and communication skills;
