• Ensuring the quality and relevance of the
  project’s monitoring and evaluation design, including but not limited to
  the development of all relevant tools;
• Developing an evaluation design that will
  provide data and lessons learned in order to replicate the youth
  empowerment and development initiative design in other African contexts;
• Leading and designing an outcome-oriented
  research study;
• Leading implementation of monitoring and
  evaluation activities for the project, by providing technical support,
  training and guidance on best practices vis-à-vis monitoring and
  evaluation for the proposed project;
• Hiring and managing all monitoring and
  evaluation staff;
• Working with the project team, including
  all partner staff and organizations, and others to ensure that all
  interventions fall under a cohesive monitoring and evaluation design.

• At least five years professional
  experience in a senior M&E position responsible for implementing M&E
  activities of international development projects.
• Bachelors or Master’s degree in
  statistics, demographics, public policy, international development,
  economics, or related field. Master’s degree or Bachelor plus an advanced
  certificate in M&E, statistics, or economics preferred.
• Proven success in designing, implementing,
  and operating project M&E systems from project initiation to closeout
  stages.
• Experience designing and managing
  beneficiary monitoring and database systems.
• Experience in strategic planning and
  performance measurement, including indicator selection, target setting,
  reporting, database management, and developing M&E and/performance
  monitoring plans.
• Knowledge of the major evaluation
  methodologies (e.g., qualitative, quantitative, mixed method, and impact)
  and data collection and analysis methodologies.
• Experience in planning and managing
  surveys.
• Experience developing and refining data
  collection tools.
• Experience with data quality assessments
  and oversight.
• Experience managing and providing ongoing
  training to M&E field officers.
• Ability to facilitate and serve as a
  project liaison for externally-managed evaluations.
• Candidates should have strong writing and
  editorial skills, be able to work under pressure, and possess strong
  interpersonal and intercultural skills that enable them to work well with
  a diverse team. 
• Candidates with experience working on
  USDOL-funded projects is a plus. 
• Experience working in Uganda a plus.
• Fluency in English is required.
