Job
Summary:
The Maternal
Child Health & Nutrition (MCHN) Officer
will offer technical support in aspects of strategic planning and
following  through the implementation of agreed upon MNCH strategies and
maximum integration of synergies as project is implemented.
Key
Duties and Responsibilities:
1.     
Project
management and coordination: 
  • Initiate
    and work with line WV staff and district partners to technically interpret
    the MNCH technical approaches included in the SUSTAIN proposal to
    facilitate implementation of key activities in the project work plan.
  • Work
    with Nutrition Specialist and the HIV/AIDS specialist define areas of MNCH
    and facilitate their integration in the HIV/AIDS and Nutrition programming
    in the project districts.
  • Project
    monitoring and evaluation
  • Build
    Coalition with other actors to support districts in implementation of MNCH
    strategies including the Malaria and Nutrition programming, community
    systems strengthening and Health Advocacy
  • Working
    with districts, conducts support supervision in the SUSTAIN districts and
    provide technical assistance to ADPS implementing MNCH activities.
  • Ensure
    World Vision’s institutional learning and experiences in MNCH activities
    feed into SUSTAIN’s program development.
2.    
Finance
management:
  • Manage
    project finances and asset in line with WV policy
  • Budget
    management and control
  • Performance
    management and supervision
  • Manage,
    supervise and build capacity of staff in project development, management
    and implementation.
3.    
Project
development:
  • Provide
    technical guidance and monitor implementation of MNCH activities including
    but not limited to: Information Education and Communication/Behavior
    Change Communications, Community mobilization and interventions targeting
    VHT.
  • Support
    the field teams to constantly understand and articulate project MNCH
    strategies to beneficiaries and partners, namely, communities, CBO’s,
    NGO’s civil society and district officials
  • Network
    and collaboration
  • Identify
    and build strategic linkages, relations, collaborations and networks with
    other actors to support districts in planning and  implementation of
    MNCH strategies including the Malaria and Nutrition programming, community
    systems strengthening and Health Advocacy
4.    
Documentation
and reporting:
  • Timely
    submission of end of month reports
     
Qualifications,
Skills & Experience:
  • The
    Officer should possess a Degree in Nursing, Environmental Health, or any
    related discipline.
  • The
    candidates should have extensive experience in working with the Ministry
    of Health and has in-depth understanding of the workings of the Ministry
    of Health and Local Governments
  • At
    least two years of technical health project management experience in
    malaria programming, preferably focused on maternal, newborn and child
    health.
  • Has
    experience in working with communities with good knowledge of Public
    Health System and structures
  • Strong
    policy analysis and advocating skills
  • Demonstrated
    ability to work in a facilitative and participative approach. 
  • Superior
    communication skills – ability to coordinate people at all levels –
    government partners, donors, communities and staff with diplomacy, tact
    and collaboration.
  • Good
    budget management skills 
  • Must
    be a committed Christian, able to stand above denominational diversities.
