About
NRC:
The Norwegian Refugee
Council (NRC) has been operational in Northern Uganda since 1997 providing
assistance to IDPs, refugees and returnees. The prevailing stability in
Northern Uganda has enabled over 98% of former IDPs to return. As a result NRC
has been phasing out operations in Uganda since 2009. As part of its exit
strategy, NRC has secured funding from the Norwegian Ministry of Foreign
Affairs through the Royal Norwegian Embassy in Kampala to Consolidate School
Infrastructure in hard to reach ALP operational areas in Acholi sub region. The
12 months project will entail construction of classrooms, latrines and teachers
houses in Acholi sub region between September 2013 and August 2014.
Job
Summary:
The Project Officer-
School Infrastructure Development will ensure that the Civil Engineering
protocols are adhered to on a daily basis monitor, check, verify, advise on
site progress and recommend measures for timely and quality delivery of each
construction site.
Key
Duties and Responsibilities:
1.     
Activity
plans Schedules:
  • Take
    part the planning, scheduling, assessment, monitoring and evaluation at
    Consolidated School Infrastructure activities.
  • Ensure
    data collection is done in line with construction protocols.
2.    
Community
Mobilization:
  • Participate
    in coordination with district local government authorities and other agencies
    on construction activities.
  • Coordinate
    construction activities with SMC and contractors
3.    
Construction
Supervision
  • Contribute
    in the preparation of Old documents by providing construction drawings ,
    BOQ’s, specifications and other relevant technical requirements to the bid
    documents
  • Provide
    technical support in the procurements undertaken in relation to CSI
    project
  • Prepare
    interim and completion certificates, raise payment vouchers, review
    contract claims, analyze and recommend variation orders, and evaluate,
    recommend and facilitate arbitration
  • Daily
    inspection of the construction activities at sites, and review performance
    of contractors based on site visits and meetings
  • Take
    general supervision of construction progress and quality control of
    material and workmanship as per agreed standards
Qualifications,
Skills and Experience:
  • The
    applicant should hold a diploma in Civil Engineering, architecture, or its
    equivalent is a must.
  • Practical
    experience managing construction sites
  • At
    least three years relevant experience in construction work with a busy
    organisation.
     
Personal
Competencies:
  • Strict
    adherence to NRC-Uganda standard SOPs for construction
  • Ability
    to produce accurate technical documents for the tendering requirements
    (technical design, specification and BOQs) and work plans.
  • Experience
    of management of construction to deadlines
  • Ability
    to use the AutoCAD to produce accurate plans and drawings is a must.  
  • Computer
    skills in Microsoft Word and Excel
  • Practical
    experience with planning and execution of construction works.
  • Proven
    communication, interpersonal, leadership. supervisory and report writing
    skills
  • Holder
    of a valid rider’s license class A
  • Must
    be willing to reside at the field offices in the mentioned districts for
    effective and efficient site supervision.
